This position will work a hybrid schedule which includes a combination of working both onsite at Town Centre Drive and remote.

DESCRIPTION

UC San Diego Health is world-renown for its innovation and excellence. The Information Systems (IS) PMO team supports promising and proven technology and innovative stakeholders to guide their technology out of the development realm, and into the clinic for real-world validation. IS seeks an experienced and organized Program Manager with a talent for planning complex healthcare and technology projects, problem-solving, forecasting, and navigating uncharted territory with limited supervision. This is a busy and complex position requiring a high level of judgment, initiative, and follow-through.

Ideal candidates will have a passion for healthcare, the pulse of the healthcare technology- especially Epic and its modules, and the know-how to talk to, and interface with, brilliant stakeholders.

This position represents the IS Project Management Office and interacts daily with executives and senior leaders from UC San Diego Professional schools, Campus and Health System. This is a continuing position reporting to the Portfolio Manager of Applications Project Management and has direct supervisory responsibilities.

Manages programs and oversees component projects to ensure program budget, schedule, scope and performance requirements are met. Manages and mentors Project Managers, evaluating project and program performances and providing project and program management delivery best practices. Manages continuous improvement for project management delivery.

Responsibilities:

  • Collaborates with all levels of enterprise business sponsors (executive to managers) to determine user requirements/project criticality/risk/urgency.
  • Assignment and management of projects and project managers.
  • Works with Portfolio Management (PMO) to coordinate assignment and availability of appropriate resources and tools for projects/programs.
  • Prepares and executes program plans to align the program outcomes with stakeholder expectations and standards. Ensures appropriate program and project governance is in place.
  • Develops and effectively manages program budgets and track costs. Assists in the development of annual operating and capital budgets, monitors and analyzes performance and productivity and implements necessary corrective plans. Collaborates with other departments in budget preparation, determining capital priorities, monitoring and analyzing trends.
  • Maintains a program level schedule and critical path that allows drill down to project level schedules. All interfaces among component projects and those external to the program are identified, tracked, and controlled.
  • Manages program risks and issues, determining a course of action, considering constraints and objectives enabling continued program progress.
  • Responsible for the projects within a program and individual projects as required.
  • Captures and reports program status and data in the PMIS. Ensure PMIS program data accuracy, timeliness and integrity, (e.g. schedule, cost, resources, risks).
  • Manage program change in accordance with the change management process to control scope, quality, schedule, cost, benefits, and contracts.
  • Establish alliances with other departments and organizations by recognizing dependencies in order to assess potential partnership and commitment to the program.
  • Assembles, advises, evaluates, restructures and coaches project/program teams in a complex environment and those project managers assigned.
  • Communicates PMO vision and efforts with senior leadership for programs.
  • May be responsible for career development of PMs. Evaluates employee and department performance against established goals and objectives.

MINIMUM QUALIFICATIONS

  • Nine (9+) or more years of relevant experience - project management, large-scale and complex projects and programs, and project management applications (e.g., Microsoft Project Pro/Server, Clarity, Primavera, Service Now OR a Bachelor's Degree in technology, business administration; or a related field; and/or an equivalent combination of experience/training plus five (5) or more years of relevant experience - project management, large-scale and complex projects and programs, and project management applications (e.g., Clarity & Service Now).

  • Demonstrated experience and proven success in managing large enterprise stretching projects.

PREFERRED QUALIFICATIONS

  • PMP or PgMP Project Management Institute certification.
  • Management experience.
  • Information Services experience
  • Vendor management experience.
  • Experience with Clarity PPM.
  • Experience with at least one of the following program types: Facilities and Construction Projects, Clinical Engineering Projects, Applications/EMR Projects, Product Development Projects, and/or PMO Portfolio Planning & Resource Management
  • Experience with program and/or portfolio budgeting and accounting* Demonstrated Healthcare industry experience.
  • Enterprise Change Management experience
  • Programmatic Procurement Planning and Management

Pay Transparency Act

Annual Full Pay Range: $78,900 - $179,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $37.79 - $86.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
