Job Summary

Typical Hiring Range: $87,500 - $91,900 annually (salary to be commensurate with qualifications)
This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm with on-call rotation, subject to change. Under FLSA guidelines, this position is non-exempt.

Responsible for the management, planning, implementation, and daily operations of the Environmental Health Division. Develops and monitors budgets and collaborates and works closely with Colorado Department of Public Health and Environment. Assigns duties, directs, and supervises environmental health specialists. Trains staff, advises, and guides staff in complex investigations and negotiates environmental health compliance, including on-site wastewater treatment systems, drinking water, public pools, food safety, child care, body art, and outbreak response.

Essential Duties/Responsibilities

  • Ensures compliance and assists leadership in the enforcement of environmental public health laws, rules, and regulations of the Colorado Department of Public Health and Environment and El Paso County Public Health (EPCPH) Board of Health. Reviews reports and recommends actions, including legal actions, as warranted. Negotiates environmental health compliance, including on-site wastewater treatment systems, drinking water, public pools, food safety, child care, body art, and outbreak response.
  • Conducts performance appraisals, disciplinary actions, and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process.
  • Provides guidance and training to employees. Determines ongoing training needs of staff and ensures proper training and cross training is provided.
  • Works closely with senior level staff on Division decision making; develops and makes recommendations regarding allocation of resources and long and short-term planning activities. Designs, establishes, and maintains organizational structure and staffing to effectively accomplish the Division's goals and objectives.
  • Implements and manages environmental health programs with guidance and consultation from leadership. Responsible for the planning, evaluation, and development of assigned areas. Establishes the goals and measurable objectives of assigned programs and conducts program evaluations. Assesses program outcomes in relation to goals and objectives and provides assessments and recommendations for program improvements.
  • Interprets, recommends, and implements policies, procedures, and standards for efficient and effective operation and maintenance of programs. Monitors progress and directs changes in priorities and schedules as needed. Develops and recommends changes and improvements to policies and procedures related to the implementation of environmental health programs and services provided by EPCPH. Communicates recommendations and resource needs to leadership; works collaboratively with staff and leadership to implement change.
  • Maintains a highly technical knowledge of the content, interpretation, and enforcement of local, state, and federal environmental health standards, laws, rules, and regulations as they relate to programs and services provided by EPCPH. Provides technical advice to the agency and the public regarding environmental health programs.
  • Instructs and advises staff on the proper application and interpretation of environmental health standards, laws, rules, and regulations; advises and assists staff with complex investigations. Supervises and participates in gathering evidence in case preparation, testifies at hearings, and other proceedings.
  • Provides fiscal oversight for assigned areas; works with leadership to monitor, oversee, and manage the annual budget for assigned areas. Identifies and recommends program priorities and budget needs; directs the purchasing of equipment and supplies. Actively seeks funding for desired program activities, assists with negotiation of contracts and MOUs for services with the State, coordinates with appropriate fiscal offices, program managers, and local health agencies, and monitors State contracts and MOUs for compliance. Prepares or assists in the application of grants and ensures program meets grant requirements.
  • Performs educational and public relations functions on behalf of assigned programs, including developing and implementing educational programs for the community and delivering presentations to community groups. Forms strong partnerships with community and health agencies to further environmental health programs. Meets with City Councils, Board of County Commissioners, and all levels and departments of local, State, and Federal governments and legislature. Represents the agency at various boards and committees.
  • Participates in departmental emergency planning and response activities.
  • Promotes public health within the community.

Qualifications

Knowledge, Skills, and Abilities:

  • Thorough knowledge of modern environmental health science and administrative principles, philosophies, techniques, and practices. Advanced knowledge of public health principles and practices.
  • Working knowledge of state environmental public health rules and regulations.
  • Ability to supervise, mentor, train, and motivate employees.
  • Ability to communicate, motivate, and organize projects among a broad spectrum of personnel, frequently under deadline pressure. Experience working with Federal, State, and/or local authorities.
  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.
  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. Ability to respond in a flexible manner and reprioritize work as situations change.

Required Education and Experience:

  • Bachelor's of Science degree with a minimum of 30 credits of environmental health, sanitary science, physical science, biology, and/or chemistry and minimum five years of environmental health related experience ; or
    • Master's degree in environmental health, public health or other closely related field and minimum three years of environmental health related experience.
  • Minimum one year of management, supervisory, or other demonstrated leadership experience.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.
  • Registered Environmental Health Specialist (REHS) by the National Environmental Health Association (NEHA) preferred.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are conducted both indoors and outdoors in varying weather conditions and terrain. Work environment may be loud and include potential exposure to infections, blood, and contagious diseases; potential exposure hazards including, but not limited to, electrical, chemical and biological. Some travel may be required. May be required to work outside of normal business hours. Ability and willingness to respond to sensitive situations twenty-four hours a day, seven days a week and carry a cell phone. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty days of hire date.
