JOB SUMMARY:

The Program Manager of Community Supports provides leadership and supervision to Mental Health Skills Building, Psychosocial (Clubhouse), and Ambulatory Crisis Stabilization services.

ESSENTIAL FUNCTIONS:

  • Directly manage and supervise an array of services for individuals with mental health, developmental disabilities, and substance use needs in Mental Health Skill Building Services, Psychosocial (Clubhouse), and Ambulatory Crisis Services.
  • Provide assessments as needed for a variety of services requiring delivery by a licensed professional.
  • Work closely with the Director of Extended Care Services to facilitate continuous quality improvement and identify the need for modifications, enhancements, or development of new methods or services to support individuals and to maximize community integration opportunities and outcomes.
  • Identify and develop best practice models to ensure high quality, integrated care for individuals served and high quality administrative community relations practices.
  • Responsible for budget development and oversight, reimbursement, quality assurance, policy and procedure development, compliance, and strategic planning.
  • Responsible for overseeing risk management efforts and for complying with Performance Contract, Licensure, Human Rights, Medicaid regulations, and Department of Behavioral Health and Developmental Services measures and directives.
  • Receive, share, and influence decision making on the local, regional, state and federal level through collaboration with individuals, families, providers, Virginia Association of Community Services Boards, Department of Behavioral Health and Developmental Services, Department of Medical Assistance Services, Managed Care Organizations, etc. Demonstrate clear and focused advocacy for individuals with behavioral health and intellectual and/or developmental service needs.
  • Work collaboratively within the Agency to ensure that staff are well trained and knowledgeable of best-practice models in order to effectively carry out their roles. Provide or secure technical assistance for staff and others as necessary to enhance skills and abilities and ensure that all staff are appropriately credentialed to provide services. Work effectively with internal and external partners to implement practices and services in compliance with regulatory requirements.
  • Work in partnership with Reimbursement and Quality Assurance staff to ensure Mental Health Skill Building Services, Psychosocial (Clubhouse), and Ambulatory Crisis Services are effectively billed and revenue received to maximize Agency resources.

OTHER DUTIES:

  • Direct and/or participate in public awareness activities/events to ensure community, Agency and family awareness of the needs of individuals with behavioral health and developmental disability challenges.
  • Perform such other duties as assigned by supervisor (e.g., regulatory and policy compliance, service development, social planning, staff training).

QUALIFICATIONS:

  • Must demonstrate the ability to work effectively in a leadership position, to work effectively while managing multiple goals and processes, and provide direct supervision and guidance to staff.
  • Must have knowledge of behavioral health disorders and developmental services needs.
  • Must have knowledge of employment principles as well as best practices for programs and service delivery.
  • Knowledge of applicable Federal, State, and Local guidelines, laws, and regulations, including person-centered practice. Medicaid waivers and positive behavioral supports required.
  • Demonstrated leadership skills in project management, and the formulation of program goals and objectives and establishing a plan of action required.
  • Must be able to plan, manage, and evaluate programs, including assessment, networking, marketing, and budgeting.
  • Must be able to communicate effectively, both orally and in writing.
  • Must be able to establish and maintain successful working relationships with other program directors, government officials, community partners, and the public.

Minimum Requirements


EXPERIENCE/EDUCATION REQUIRED:

A Master's Degree in a related Human Service area required with considerable years of progressively responsible related experience with individuals with behavioral health needs and with developmental disabilities is preferred. Any equivalent combination of education, experience, and/or training sufficient to demonstrate the knowledge, skills, and ability is acceptable. Professional license required.
