Kleinfelder is seeking an experienced Program Manager to join our growing Pennsylvania Abandoned Mine Land (AML) and Abandoned Mine Discharge (AMD) delivery team. We are seeing rapid growth due to the influx of federal funding relating to the abandoned mine reclamation and process treatment programs within the PA's Department of Environmental Protection and are looking for candidates to help us capitalize on these opportunities. This position can be based in any of the Pennsylvania Offices (Pittsburgh, Cranberry Twp., Centre Hall, Mechanicsburg, Allentown, Scranton, New Cumberland, Trevose, Wyomissing, Philipsburg, Montoursville, and Clearfield).
Job Responsibilities:
- The successful candidate will assume leadership responsibilities for managing a multidisciplinary program related to AMD treatment plant and AML reclamation projects within Pennsylvania.
- Interact with Client stakeholders and engage Kleinfelder technical leads to collaborate on program specific needs, as well as nurture and grow client relationships.
- Ability to build internal and external relationships and participate in client and external organizations.
- Oversee pursuits, collaborate with appropriate technical leads, define client needs, and address client concerns.
- Communicate effectively with internal and external teams of clients and stakeholders.
- Convey lessons learned from other programs and industry best management practices to address the program's specific needs.
- Plan, direct and monitor all aspects of program execution. This may involve overseeing a broad range of disciplines including, but not limited to project management, environmental permitting and planning, engineering and design management, quality and risk management, scheduling, strategic planning.
- Develop and implement a program management plan, project execution plans, and quality processes to drive efficiencies, establish program expectations and promote transparency.
- Identify program resource needs, recruit/hire the resources required to deliver services specified in the contract scope.
- Monitor the program's financial performance against recognized metrics and make adjustments as necessary to meet revenue targets and quality standards.
Position Requirements:
- B.S. or M.S. in Civil Engineering from an accredited institution or acceptable equivalent.
- 15+ years of AMD / AML experience, with 5+ years of program management experience.
- Previous experience with Bureau of Abandoned Mine Reclamation (BAMR) Projects is required, Pennsylvania experience preferred.
