We are looking for an energetic, self-starting, organized, detail-oriented candidate with the ability to multitask in a fast-paced environment to join our team.

ISN is seeking experienced Program Directors throughout the United States with proven experience managing the operations of an organization that performs contract services for the Government. The Program Directors must have proven technical expertise in the area of multi-family affordable housing subsidy agreements, performance based contract administration (PBCA) for a Public Housing Authority acting under an Annual Contributions Contract (ACC) with HUD, staff supervision and development, affordable housing property and asset management, financial management, legal support, human resources support, and administrative support for a new HUD program. Program Director will manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. Manage program staff, including providing all necessary reports, deliverables, plans, and controls, provide detailed attention to program strategy, project delegation, and program implementation. Maintain and revise a Project Management Plan (PMP) describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout the life of the contract to include:

• Demonstrable knowledge in diverse areas of program and project management specific to the multi-family housing industry;
• Previous experience in program and project management specific to the multi-family housing industry;
• Working knowledge of program and project management specific to the multi-family housing industry;
• Ability to facilitate meetings in a lead capacity for groups of various sizes with expertise in all task areas;
• Exceptional oral and written communication skills, especially with Federal Government contract staff;
• Organized and deadline driven;
• Experience with Government contracts and the ability to multi-task;
• The tasks require a set of skill categories based on, but not limited to; Administrative support, business advisory, financial/budget management, program management, training, data analysis, reporting and scheduled deliverables, human resource concerns; as they relate to the housing industry;
• Risk management and loss mitigation
• Implement quality control measures.
• Develop and foster client and subcontractor relationships

Ideal candidates will also have experience with the following:

• Investigating and addressing tenant concerns
• Monthly voucher processing
• Conducting and/or overseeing Management and Occupancy Reviews (MOR)
• Reviewing Real Estate Assessment Center (REAC) inspections
• Performing HAP Contract support services including renewing HAP contracts, adjusting HAP contract rents, and performing risk assessments on assigned portfolios of properties
• Utilizing the following systems:

o TRACS Tenant Rental Assistance Certification System

o iREMS Integrated Real Estate Management System

o EIV Enterprise Income Verification System

• Experience with performance based contract administration (PBCA) for a Public Housing Authority acting under an Annual Contributions Contract (ACC) with HUD
• Familiarity with the Multi-Family Assisted Housing Reform and Affordability Act of 1997, as amended (MAHRA) - The statute authorizing the renewal of Housing Assistance Payment (HAP) Contracts for Project-based rental assistance under Section 8 of the United States Housing Act of 1937 upon termination or expiration of such contracts (42 U.S.C. § 1437f note).
• US Citizen
• Bachelor's Degree in relevant content fields as appropriate to the project
• Seven (7) years of related experience
• Must pass ISN pre-employment screening, undergo government suitability investigation, and be approved by customer for performance on contract.
