Position Summary & Duties Responsible

POSITION SUMMARY

Program Coordinator Senior will perform coordination and administration of program contracts, administering community and social services programs for strategic improvement. Provide focused services to clients which includes, Identifying clients in need of services, facilitate court ordered releases and connection to community-based services. Facilitate and provide leadership for collaborative processes among diverse stakeholders to develop and coordinate continuum of programs and services. Identify and conduct feasibility and demographic impact analyses of social service programs and projects; facilitate program activities and other administrative and programmatic related information. Analyze and summarize data for various fiscal, administrative, and programmatic purposes.

DUTIES AND RESPONSIBILITIES SUMMARY

  • Facilitate and provide leadership for collaborative processes among diverse stakeholders to develop and coordinate a continuum of programs and services to children, youth, adults, families and community in alignment with the community school strategy.
  • Manage program contracts, demographic data, and other administrative and programmatic related information. Analyze and summarize data for various fiscal, administrative and programmatic purposes.
  • Monitor and administer program budgets and contracts for fiscal compliance. Serve as a point of contact for assigned services programs to facilitate necessary communication, initiate and maintain cooperative planning and ensure positive working relationships among all relevant stakeholders.
  • May act as primary liaison with all facets of criminal justice system and agencies in accordance with program objectives; pertinent rules; regulations; and laws which includes but is not limited to: The Insurance Portability and Accountability Act of 1966, (HIPAA); Federal and State Inmate Laws.
  • May conduct preliminary interview with clients to determine client's appropriateness for program to include: reviewing documents from the courts, public defender's office, and other medical or detention facilities to ensure proper care and process of the client and their records, prepare files for periodic review and make recommendations. Oversee the discharge planning process to ensure continuity of care from jail to community based services.
  • Provide referral information for other housing and shelter options to professionals from outside organizations and individuals who do not quality for program.
  • Work in conjunction with community agencies to identify appropriate providers for a clinical assessment, determine legal status, work with public defender's office and obtain release orders necessary for the proper management of client cases; refer clients to appropriate programs or other assistance when appropriate.
  • Provide technical services on procedures and work standards involving social services to include evaluation and preparation of proposals and funding requests; process payment and reimbursement requests; prepare and route contracts for approval and monitor agency compliance.
  • Review and recommend policies and procedures in areas for strategic program improvements; develop plans to initiate improvements and coordinate improvements and report on the results.
  • Provide technical assistance and serve as County liaison with outside agencies to improve and/or extend social service related functions.
  • Serve on committees, task forces and evaluation and negotiation teams as assigned.
  • Evaluate and make recommendations on proposed social service programs and projects for compliance with budgetary guidelines and project costs; prepare monthly, quarterly and/or annual reports as required to ensure compliance.
  • Prepare agenda items and reports on all areas of responsibility.
  • Coordinate and collaborate with other professional staff within the County.
  • Perform other job-related duties as required or assigned.

Minimum Qualifications

  • Bachelor’s Degree in Business Administration, Museum Studies, Historic Preservation, Architecture, Archaeology, Anthropology, or Planning, and five (5) years of work experience involving policies, rules and regulations, ordinances, and laws. Any equivalent combination of related education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Pursuant to the criminal history screening for Caregivers Act, Section 29-17-1 through Section 29-17-5 NMSA 1978, new hires at the Behavioral Health Services facility will be required to complete a caregiver criminal history screening for all caregivers. Conviction of a disqualifying condition is cause for termination or sufficient reason not to hire if applicant has a disqualifying condition on their record at time of application.
  • Employee must comply with the safety guidelines of the County.
  • Employee must complete required FEMA training(s) as assigned to position.
  • Employee must complete required Supervisor classes if applicable.

WORKING CONDITIONS

  • Essential job duties are performed indoors in climate-controlled environment, but duties of the job may require occasional work outdoors in varying weather conditions. All essential duties are performed indoors.
  • Duties are performed in a temperature controlled environment.
  • Duties are performed on an even surface, which may be carpeted or tiled. Working surface is typically dry.
  • Employee primarily works along, with or without direction from supervisor.
  • Ability to meet multiple task deadlines.
  • Flexible work hours may be required.

EQUIPMENT, TOOLS AND MATERIALS

  • Telephone, calculator/adding machine, computer, photocopier, fax machine, laminating machine and writing instruments are used in performance of duties.
  • County vehicle is used by employee in traveling from site-to-site throughout the County.
