PRIMARY PURPOSE/FUNCTION: *
The Program Associate is the entry level position to program work at IFES. As a junior member of the team the Program Associate will provide administrative and programmatic support for current and developing programs in Europe and Eurasia (E&E) region, specifically North Macedonia portfolio. The Program Associate will also support other sub-regions including Central Asia. The Program Associate may also be expected to provide critical support in the Europe and Eurasia departmental communications, both internally and externally, including social media management, stakeholder briefings, and other public relations materials.

Job Responsibilities: MAJOR DUTIES AND RESPONSIBILITIES:

Support IFES’ programmatic activities within Europe and Eurasia by working with HQ and field staff colleagues, consultants and vendors;
Support IFES’ reporting to donors, including writing and editing quarterly/annual reports, workplans and other program deliverables;
Assist with outreach and communication of IFES’ activities, including content creation for factsheets, social media and IFES’ website;
Review and submit travel expense reports, wire transfers, and invoices from vendors, subrecipients and consultants to supervisor for approval as needed;
Assist in budgeting and projections exercises and review data in financial system for accuracy;
Review/prepare/submit material for procurement including drafting/RFQ, preparing selection packages, tracking existing contracts etc.;
Assist in monitoring and evaluation of IFES’ projects;
Support recruitment and mobilization of field staff and consultants for field assignments;
Maintain project records and documents, including award files, contracts and project deliverables;
Conduct basic research and provide general support in proposal development processes;
Support efforts for department internal and external communications, including content creation for social media accounts (Twitter, etc.), IFES.org website, as well as departmental and donor reporting;
Contribute to departmental outreach, including tracking key stakeholder contacts in the US and developing and collecting resources for external dissemination, including one-pagers and Election FAQs;
Provide administrative functions from HQ in support of project, including coordinating travel/logistical arrangements;
Provide support during department meetings and special events, including logistical support, preparing and assembling briefing materials as directed;
Attend and report on internal and external meetings, events, and other discussions related to relevant themes, topical areas and socio-political challenges affecting democracy and governance in Europe and Eurasia;
Provide assistance on special projects and assignments; and
Other duties as assigned.

FISCAL RESPONSIBILITY: *Prepares routine financial reports in compliance with IFES policies and procedures. Processes routine transactions in compliance with IFE procedures.

RELATIONSHIPS: *Maintains collaborative working relationships with team members and among other IFES departments. Initiates contact with staff in other departments to exchange information and coordinates activities necessary to achieve work goals.

POSITION REQUIREMENTS:
Education: Bachelor’s degree required

*
Experience: *0 - 2 years relevant experience in international development or related field including Internship(s) experience with an international NGO. Experience working in a professional office setting and/or educational experience focusing on Eastern Europe and Central Asia is plus.

Related Skills or Knowledge: *Experienced with Microsoft Excel, Word and PowerPoint required. Demonstrated interest in Europe and Eurasia region. Introductory experience in proposal and donor report writing is a plus. Familiarity with USAID and State Department regulations is helpful. Knowledge of graphic design and social media marketing a plus. Detailed oriented and organized. Ability to prioritize, take direction, and handle varied tasks within deadlines. Strong communicator, both verbally and in writing. Collaborative, team-oriented individual.

LANGUAGE SKILLS: * English required. Proficiency in regional language (Europe and Eurasia) is plus.

TRAVEL: * Travel up to 10% of time.
