The selected candidate will be responsible for procuring goods and services for the agency in the form of office supplies and equipment, in addition to professional services. The selected candidate will determine the purchasing path that needs to be taken for each purchase and if the goods or services to be purchased are available on the Statewide Contract, WVARF or Correction Industries. The selected candidate will be responsible for obtaining the proper approvals from other state entities for purchases through the Office of Technology, Attorney General’s Office, and BRIM. The selected candidate will make purchases that are not included in the statewide contract in which the estimated dollar amount is expected to range from $5,000.00 to $25,000.00. Responsible for conducting market research, obtaining vendors who can provide the needed commodity, and develop the appropriate and complete specifications for the commodity to be purchased (this specification will be subject to review by the department or division who is requesting the commodity approval). The selected candidate will be responsible for the publication of all Requests for Quotation and Requests for Proposal that the agency issues and will also be responsible for conducting the public bid openings for RFQ’s and the RFP’s. The selected candidate will be responsible for ensuring that all required documentation is received from the vendors and will ensure that the vendors meet the minimum specifications. The selected candidate will also be responsible for receiving and evaluating the quotations and proposals from the vendor community and will award the contracts to the winning vendor as outlined in the RFQ or RFP; will also inform the winning vendor of the selection. Responsibilities will also include ensuring that the vendors are registered with the State Purchasing Division and the WV Secretary of State Office and will also be responsible for notifying the participating vendors the outcome of the solicitation. Additionally, the selected candidate will be responsible for ensuring that the selected vendor performs the duties as outlined in the RFQ or RFP and will act as a liaison between the agency cost center vendor and the Accounts Payable unit. Will ensure contracts with renewal provisions are renewed in a timely manner. Responsible for making purchases that are exempt in accordance with WV Code Chapter 5A – Article 3., which will include writing, reviewing specifications, receiving and evaluating bids that were received, and issuing the award document for solicitation. The selected candidate will be responsible for auditing all purchases to ensure the required steps were taken. Responsibilities also include delegating work to other members of the agency’s Purchasing Division, including P-Card purchases and the creation of award documents. Additionally, the selected candidate will review the work of other members of the agency’s Purchasing Division for accuracy and ensure conformity to the policies of the WV Purchasing Division and the agency. Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.
OR
Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training at the rate of one (1) year of experience for 30 credit hours of education.
AND
Experience: Three (3) years of full-time or equivalent part-time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit. Purchasing experience must be for direct use of the industry or governmental unit, not for retail sales.
OR
Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience at a rate of one (1) year of experience for 15 semester hours of education not to exceed two (2) years.
