Under the guidance and supervision of the Community Development Director, this position provides expert level planning services to the City with a primary focus on coordinating and directing the activities of current planning projects and staff in Golden. Serves as planning supervisor for complex project proposals and programs, and prepares land use related recommendations for zoning administration, building permit review, Historic Preservation Board, Planning Commission, and City Council.

The ideal candidate will possess the following characteristics:
  • Experience working with the public, especially relating to community planning processes, and transforming a diverse array of input into goals, strategies and policies
  • Comfortable speaking in formal public meetings, as well as the ability to connect with small groups and individuals and understand their concerns
  • Experience with form-based zoning codes preferred, and the ability formulate recommendations to meet the goals of the community as it relates to development outcomes
  • Possess a “thick skin” and the ability to handle conflict and controversial situations in a calm and objective manner
  • Organized, energetic, collaborative, and enthusiastic about helping the community discover and achieve its goals
  • Ability to see the big picture and generate creative ideas and approaches, as well as focus in on details such as zoning codes and legal documents
  • Capable of interpreting zoning codes, site plans and architectural drawings and writing concise analyses in the form of staff reports

JOB SUMMARY

  • Serves as principal planner on current planning initiatives, with expertise in zoning code interpretation and case review, and the ability to efficiently manage staff members and workload to meet these objectives
  • Meets regularly with the Director to coordinate work assignments, develop operational and strategic plans for the Department as a whole, and address administrative matters internal to the department’s operations
  • Assists the Director in establishing strategic plans within the Planning Division, including the development of goals and objectives
  • Serves as lead planner on large complex projects and programs. Supervises planning staff with regard to pre-planning meetings, application assessment, code requirements, case preparation, and distribution
  • Assigns cases and projects to planners based on area of expertise and workload.
  • Serves as staff liaison to Historic Board and Planning Commission as assigned.
  • Represents the city in case presentation for the Historic Preservation Board, Planning Commission and City Council.
  • Explores partnerships with Jefferson County, adjacent communities, and private entities
  • Provides information to the public; responds to and resolves difficult citizen inquiries and complaints

Secondary Duties and Responsibilities include the following, as needed.

  • Responsible for various boards and commission duties as assigned by the Director
  • Drafts ordinances and zoning map changes for annexations
  • Completes special projects concerning infrastructure and facility planning, Historic Preservation, grant administration, and education
  • Investigates zoning code complaints and enforces zoning code requirements
  • Other duties as assigned

SUPERVISORY RESPONSIBILITIES
Supervise the work of three direct reports, and work under the guidance of the Director in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

Bachelor’s Degree or Master’s Degree in Urban or Regional Planning required (Bachelors/Master’s Degree in Architecture or closely related field with AICP Certification may be substituted for Urban and Regional Planning degree). Minimum five years professional planning experience, with a minimum of two years of current planning experience. Direct supervisory experience desired. Proficient in MS Office products. Must possess excellent customer service and strong interpersonal skills.

CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license and a good driving record.
American Institute of Certified Planners (AICP) certification preferred.

Ability to communicate the department’s philosophy, programs and services to: customers, including businesses and property owners; developers; merchant associations and chambers of commerce; consultants; city staff members; employees and offices of other government agencies; and members of other community groups or organizations through face-to-face contact, by telephone, through use of the computer, and through written and oral presentations.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with practical problems involving a variety of concrete variables where limited standardization may exist. Ability to interpret policies and procedures or in the absence of any relevant policy or procedure this position may be called upon to make decisions and judgments based upon facts and circumstances presented. Ability to think independently and to use logic and all the known facts to render appropriate decisions and give information on both field and administrative matters. Ability to use independent judgment in most situations. Ability to work well with limited or no supervision.

OTHER SKILLS AND ABILITIES
Knowledge of personnel management, current planning, and budgeting; Land use issues and modern planning practices (theoretical and practical); Colorado Statutes relative to planning as well as other state and federal land use laws, typical development regulations governing zoning, subdivisions, flood-plain management, and infrastructure development; Legal terminology and case law related to planning.

Ability to lead, collaborate and communicate in a variety of areas on behalf of the Director, staff, citizens, and elected leadership. Ability to accomplish strategic initiatives, initiate change, and effectively implement policies and procedures; provide sound and expert judgment in regard to code interpretations, policies and procedures.

Ability to exercise sound judgment in evaluating situations and making decisions; to administer, plan and direct comprehensive programs; to analyze and prepare comprehensive reports; to communicate effectively verbally and in writing; to establish and maintain effective working relationships with employees, other agencies, city officials and the public.
