    Compensation: Technical Services Salary Schedule, Range E

    POSITION SPECIFICS:
    Works regionally (Clatsop, Columbia, and Tillamook counties).
    NW Regional Child Care Resource and Referral is seeking motivated and passionate professionals to join our team. We are a fun group who enjoys working hard to support early child care and education professionals in Clatsop, Columbia and Tillamook counties. What does a job with the CCRR look like? We host peer learning opportunities, deliver training, provide technical assistance and coach professionals who work with children in our 3 counties. Our days have great variety. We work in groups and are also individually motivated. We work, in person, with programs and individuals. We work with licensed child care programs, school districts and exempt child care programs. Relationship building is the foundation of all of our work. If this sounds interesting to you, we have positions open on our team. We prioritize applicants who live in one of the three counties, are bilingual in Spanish, and have experience in child care. We are able to offer on-the-job training and education for those excited about learning how to support early child care and education professionals.

    GENERAL DESCRIPTION:

    The Northwest Preschool Promise (PSP) Quality Coach supports participating child care programs to implement quality standards and provide individual coaching for programs to achieve a Spark star rating (Oregon State Quality Rating and Improvement System for child care providers); collaborates with the Early Learning Hub to develop outreach strategies for recruiting PSP providers in alignment with the regional Early Care and Education Sector Plan; will facilitate networks of child providers; will assist in recruitment, coaching, and mentoring of child care providers and early childhood educators; and address professional development, parent communication, business/ marketing skills, and state child care regulations.

    QUALIFICATIONS: Knowledge, Skills, and Abilities Required:

    • Bachelor’s degree in early childhood education, a related field with early childhood coursework, or a Step 10 or above on the Oregon Registry Online
    • Minimum of two (2) years of direct service in Early Childhood, with a focus on preschool
    • At least two (2) years of experience providing technical assistance and training to early childhood programs, including conducting classroom observations and/or home visits
    • Ability to communicate effectively, both verbally and in writing; strong presentation skills, including development and delivery of trainings
    PREFERRED QUALIFICATIONS:

    • Master’s degree in early childhood education or a related field
    • Bilingual Spanish/English
    ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other duties may be assigned. The duties listed below are not inclusive but characteristic of the type and level of work assigned for this position.

    • Provides job-embedded professional learning and technical assistance to Preschool Promise providers in alignment with Spark (Oregon’s Quality Rating and Improvement System) standards and Oregon’s Core Knowledge Categories for professional learning.
    • Coordinates Focused Child Care Networks of Preschool Promise providers, operating under the guidelines and expectations established by the Early Learning Division.
    • Provides reflective, practice-based coaching to Preschool Promise providers, including one-on-one coaching sessions with early educators and instructional leaders.
    • Participates in inclusion discussions and planning for zero tolerance for expulsion and suspension in the Early Learning system and provides inclusion coaching to Preschool Promise providers.
    • Assesses the quality of environments and teaching practices on a quarterly basis and revises coaching goals as necessary.
    • Supports Preschool Promise providers to create Professional Development Plans that contribute reflective practice, continuous quality improvement, and help facilitate positive child-level outcomes.
    • Coordinates training and educational opportunities for Preschool Promise providers, utilizing the Essential Fellowship training and tools as appropriate.
    • Collaborates with other regional CCR&R grantees and the Early Learning Division to support the development and implementation of a statewide business conference for Preschool Promise providers.
    • Collaborates with the Early Learning Hub and other community partners in efforts to recruit and retain Preschool Promise providers, including providing targeted support to providers who are new to the field.
    • Assists in the development of CCRR’s quarterly and annual training plans; assists in the development of provider newsletter and recruitment materials.

    On August 19, 2021 Governor Brown ordered all public and private school teachers, educators, support staff, substitutes and volunteers to be vaccinated by October 18, 2021 or six weeks after FDA approval, whichever is later. Since the governor’s announcement, a COVID-19 vaccine (Pfizer-BioNTech) has received regular Food and Drug Administration (FDA) approval meaning October 18, 2021 is confirmed as the mandatory deadline for vaccination. "Fully vaccinated" is defined as 14 days after receiving all required doses of an approved COVID-19 vaccine (currently two shots of Pfizer or Moderna vaccine, or one shot of Johnson & Johnson vaccine).

    Starting October 18, 2021, testing will no longer be an option as the alternative to vaccination. All Northwest Regional ESD staff, substitutes, contractors, interns and volunteers will be required to be fully vaccinated against COVID-19 per the August 19, 2021 order from Gov. Kate Brown. All staff members will need to provide proof of COVID-19 vaccination. Exemptions may be made only for eligible medical or religious reasons. There will not be an option to opt out for other reasons or choose testing in lieu of vaccination, under the state mandate . In order to support students and families, the essential functions of this position may require physical presence in the workplace. All public health protocols will be followed
