Role Summary

MetaPhase Consulting (MPC) is currently supporting the Food and Drug Administration (FDA) in the Capital Planning Investment Control (CPIC) process for Information Technology (IT) investments. Capital Planning Investment Control is a decision-making process for ensuring that information technology investments integrate strategic planning, budgeting, procurement, and the management of IT in support of agency missions and business needs. The objective of this contract is to assist the ODT CPIC Team in ensuring compliance with Office of Management and Budget (OMB) and Department of Health and Human Services (HHS) policies, innovation of FDA’s Capital Planning and Investment Control business processes, maturation of FDA’s Technology Business Management efforts, and administrative support.

MPC is seeking a Power Platform Consultant with five (5+) years of experience to provide technical analysis, problem-solving, and solutions. Primary responsibilities will include building a Power Apps solution to help facilitate data calls for the annual CPIC Select process, supporting Power BI dashboard design and development to analyze CPIC Select data call results, and designing/building workflows in Power Automate.

What You Will Be Doing

• Collaborate with client stakeholders to identify requirements and assess current state of existing systems and processes.
• Collaborate with stakeholders to ensure new solutions are fully compatible and integrate with enterprise architectural frameworks.
• Design technical solutions to meet business requirements using the appropriate and applicable Microsoft tools.
• Provide hands-on development, including drafting functional prototypes for demos, building proposed solutions, and preparing systems for launch. Specific projects include:
• Build a custom Power App to help facilitate data calls for the annual CPIC Select process.
• Support Power BI dashboard design and development to analyze CPIC Select data call results.
• Provide automation and enhancement of the Baseline Change Event tracking process through the design and implementation of a Power Platform solution.
• Develop a Power App or other solution to collect quarterly Control Score results and certification tracking status.
• Research and Identify resolution to linking Folio API to Power BI.
• Design test plan and coordinate user acceptance testing.
• Create and conduct technical demonstrations of prototypes and incorporate user feedback.
• Draft communications, technical and user documentation associated with all technical solutions developed.
• Conducts user training, manages system permissions, and troubleshoots user issues

What We Need From You (Required)

• A minimum of five or more (5+) years of direct experience in Power Platform development. Federal experience is preferred.
• Ability to build and design a brand-new Power App solution, potentially including Power Automate, Power BI, SharePoint, Teams, and other data integrations as necessary.
• Experience in assessing a system requirements/client needs and identifying solutions.
• Experience engaging directly with client stakeholders at all levels, including providing status updates.
• Experience gathering and analyzing requirements via problem-solving sessions, stakeholder interviews, focus groups, and reviews of existing documentation.
• Excellent verbal and written communication skills, including drafting announcements to users, creating desk guides, and conducting user training sessions.
• Strong analytical and problem-solving skills as well as attention to detail.
• BA or BS degree from an accredited University.
• This position requires the ability to obtain and hold an active Public Trust clearance at a U.S. Government Agency; U.S. Citizenship is required (NO EXCEPTIONS).

Bonus Points (Desired)

• Experience working with FDA preferred.
• Experience with business process improvement is a plus.
• Microsoft certifications such as PL-900 (Microsoft Power Platform Fundamentals) and PL-200 (Microsoft Power Platform Functional Consultant) are preferred.

Clearance Level
