This is non-sworn responsible and specialized technical investigative work in examining and interviewing witnesses, suspects, and victims involved in criminal activity. Work may involve examining and interviewing employees or candidates for employment. Work involves independent judgment, discretion, and initiative performing assigned tasks. Work involves follow-up to preliminary and supplementary investigations of crimes. Work involves interaction with officers investigating general criminal offenses including, but not limited to crimes against persons, property, or organized crime and consumer fraud. Work requires the application of modern investigative techniques, sound judgment, and independent initiative in pursuit of work objectives. Work is reviewed through observation of work habits and appraisal of written reports of activities.

Duties and Responsibilities

Essential Job Functions:


  • Interviews persons in connection with criminal incidents including: victims, witnesses, and suspects.
  • Interviews candidates for employment with the Department. Schedules polygraph examinations at the request of detectives, Police Recruiting, or Human Resources.
  • Reads and reviews all available documentation about case, incident, or individual prior to the test.
  • Discusses the known facts about the case or individual with the detective prior to the test.
  • Establishes a format for the interview based upon the written documentation and interview with the detective.
  • Checks for a criminal history, previous involvement, or history of reporting incidents through DCI and Central Records.
  • Plans the strategy to be used with each person to be interviewed based upon the records available.
  • Conducts pre-test screening of the person to be interviewed on the day it is scheduled. Reviews the release form and rights form required for the type of examination being conducted.
  • Conducts general interview with the subject to obtain background information prior to the test.
  • Explains the components of the polygraph instrument to the person being interviewed and answers their questions about the process prior to the test.
  • Prepares relevant, control, and neutral questions to be used during the interview based.
  • Reviews each question to be used during the test with the subject.
  • Evaluates and reviews the charts after the test and determines the need for additional testing.
  • Notifies the detective of the results of the test/tests.
  • Discusses the results with the examinee in order to resolve any discrepancies.
  • Performs appropriate checklist duties for the operation of the equipment prior to its use.
  • Prepares and submits a written summary of the examination findings.
  • Maintains the certification and maintenance for the equipment.

Education and Experience

Associate's Degree in law enforcement, criminal justice or directly related field and three years of related experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record or the ability to obtain one within 30 days.
  • Certified Polygraph Examiner - Required
Preferred Education and Experience
  • Bachelors Degree and 5 of experience in law enforcement/or investigative work.

Knowledge

Of modern investigative techniques, principles, and procedures. Of applicable federal, state, and local laws and ordinances. Of the rules, regulations, policies, and procedures of the department. Of the principles of the operation of either the polygraph instrument. Of the psychology and/or physiology related to the instrument.

Ability

To deal courteously but firmly with the public. To perform independently complex and sensitive investigative assignments and apply sound investigative principles. To report investigative activities clearly orally and in writing. To obtain information through interviews. To operate the polygraph instrument and to be certified in its operation.

Skill

In the operation of the polygraph instrument. In written and oral communications. In interviewing techniques.
