The job

Implement and support strategies to inform and influence SCAN Group and its affiliate policy priorities with key stakeholders, particularly at the state level.


You will

  • Work with the PGA VP to establish government affairs strategy for states where SCAN has members (e.g., CA, AZ, NV, and TX).
  • Act as lead PGA staff on Medicaid issues affecting older adults, including individuals who are dually eligible for Medicare and Medicaid benefits, and long-term services and supports.
  • Collaborate with the SCAN Compliance team and other internal colleagues to analyze state regulatory and health care policy requirements and help determine implications for the plan.
  • Analyze policies, regulations, and legislation affecting SCAN products and members; draft formal comments on proposed actions.
  • Represent SCAN at state-based health plan associations, coalitions, industry, and other relevant policy meetings, e.g., CAHP, Medi-Cal/DHCS meetings.
  • Build positive relationships with regulators/government agencies in states where SCAN has or seeks to establish a presence.
  • Draft briefing papers, summaries, board reports, and other documents regarding state policy issues.
  • Manage policy/advocacy efforts at the state level; track and report on potential new state healthcare laws and regulations; monitor key outputs/outcomes.
  • Act as a liaison to the SCAN Group, related new businesses, and consultants in expansion states.
  • Other duties as assigned.

Your qualifications

  • Required: Bachelor’s Degree
  • Preferred, if applicable: Master’s Degree in Public Health, Law, Social Work, Business, Public Policy, Public Administration, Economics, or similar field is preferred.
  • A comparable combination of education/experience and/or training will be considered equivalent to the education listed above.
  • 8+ years of experience working on state/federal regulatory and legislative issues.
  • Direct experience working with government agencies, legislative offices, and/or high-level policy officials is required.
  • Experience and knowledge of health care systems, managed care, Medicare Advantage/Medicare, Medicaid, individuals who are dual eligible, and Long-term Services and Supports is preferred.
  • Ability to analyze and distill state policy guidance into summaries.
  • Expert knowledge and understanding of legislative and regulatory processes.
  • Strong writing and verbal communication skills, including the ability to translate complex concepts into clear messages.
  • Confidence in speaking up at meetings and expressing SCAN’s position/policies.
  • Ability to prioritize multiple and competing tasks, work independently, in a fast-paced, team environment.
  • Ability to travel to multiple states for work-related meetings.
  • Must be mission driven.
  • This position is located in Washington D.C.
