Job Overview

Manages plants and directs and supervises the activities of personnel engaged in Advanced Water Reclamation, Potable Water supply distribution systems and solids management to ensure proper utility service to County residents and property owners.

Salary

Min: $67,724

Mid: $88,046

Ideal Candidate

The ideal candidate is an experienced Class “A” Florida Wastewater Treatment Plant Manager or Supervisor with exceptional leadership skills. The candidate would possess extensive knowledge of wastewater process control strategies and would have exceptional analytical and troubleshooting skills, with an ability to make sound and logical corrective actions. The candidate would possess maintenance experience which would allow them to make minor repairs or modifications as needed. The candidate would be well organized, utilizing calendars and reminders to aid themselves and subordinates in completing tasks. The candidate would possess the ability to plan and direct operational duties for his team or shift, cleaning duties, special projects, overtime, and maintenance. The successful candidate would be a highly motivated, self-starter possessing extensive motivational skills and exceptional teaching skills. The ideal candidate would utilize delegation as a tool to teach their subordinates and prepare them for succession. The candidate would have the ability to set up and facilitate staff meetings, safety meetings, and tailgate meetings before work. A good listener while also being a great communicator both orally and written as well as maintain detailed records and logs of duties and logistical data. The candidate would follow up on work performed in the plant, always communicating changes and status updates to the chain of command. Candidates should be able to work with various industrial and laboratory chemicals safely and comfortably. Candidates must be able and willing to respond to emergency situations to provide for public health and safety. Though the work consists of a team atmosphere, candidates at times will be required to work independently, occasionally work rotating shifts, including nights, weekends, and holidays as well as cover overtime as needed. Candidates should have extensive computer skills with standard software such as Microsoft Excel, Word, Outlook, Teams, etc.

Duties and Responsibilities

  • Plans and makes recommendations for short, intermediate and long-term needs associated with the biennial budgeting process.
  • Manages the work of subordinate staff by scheduling, assigning and reviewing work, providing training and counseling and evaluating performance.
  • Trains subordinates in all aspects of job duties and responsibilities to achieve unit and organizational goals.
  • Monitors, inspects, and analyzes all aspects of water and wastewater plant operations and maintenance for compliance with permit specifications.
  • Conducts facility inspections with regulatory program enforcement officers and bond engineers to ensure compliance with permit specifications.
  • Reviews and approves daily, weekly and monthly detailed operations reports and maintenance records.
  • Notifies manager and/or other appropriate staff of needs for non-routine adjustments and/or malfunctioning of equipment.
  • Develops, reviews, and updates standard operating procedures for facility processes, safety, and/or malfunctioning of equipment.

  • Serves as the custodian of record for all fiscal assets located at a facility and conducts quarterly and annual in-house inventories.
  • Oversees work performed by contractors, verifies that work is performed in accordance with contract terms, and recommends payment of pay requests.
  • Evaluates unit performance, equipment condition and process systems for repair/replacement, budgeting, future planning and plant reliability needs.
  • Conducts and attends meetings to disseminate and receive information.
  • Notifies necessary personnel and responds accordingly in emergency situations such as floods, hurricanes, tornadoes and other natural and/or unnatural crises to provide for public health and safety.
  • Manages and approves routine and non-routine adjustments to controls in conformance with operating instructions, Florida Administrative Code, and prescribed standards.
  • Attends and participates in all design and pre-construction meetings providing vital input assisting the Engineering Group with plant expansions, upgrade and rehab projects.
  • Performs other related duties as required.

  • Knowledge of the operation and maintenance of Advanced Water Reclamation, Potable Water supply, distribution systems, and solids management and related equipment.

  • Knowledge of effective managerial principles and practices.
  • Knowledge of industrial mechanical methods relating to installation, maintenance and repair of water, wastewater and reclaim water process equipment.
  • Knowledge of budget preparation and administration.
  • Knowledge of department procedure and guidelines.
  • Ability to perform assigned duties with considerable independence.
  • Ability to plan, direct, and coordinate work of subordinates.
  • Ability to prepare and interpret plans, specifications, blueprints, schematics, etc. pertaining to plant expansions and improvements.
  • Ability to communicate effectively both orally and in writing.
  • Ability to develop and maintain effective working relationships with employees, officials, regulatory agency representatives, and the general public.
  • Ability and willingness to respond to emergency situations such as floods, hurricanes, tornadoes and other natural and/or unnatural crises to provide for public health and safety.
  • Ability and willingness to work overtime, rotating shifts, including nights, weekends and holidays.
  • Ability to use a computer and related software.

Physical Requirements

  • The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl.
  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Minimum Qualifications Required

  • Graduation from an accredited four-year degree granting college or university; AND
  • Five (5) years of progressively responsible experience in plant operations including leading or working in a team environment; and 2 years of supervisory experience in a Water/Wastewater plant environment; OR
  • An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • Possession of a valid State of Florida Water or Wastewater Plant Operator "A" Certificate of License; AND
  • Possession of a valid Florida Driver’s license.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
