Position Overview

Performs a variety of supervisory, administrative, technical and professional work in the current and long range planning division. Analysis of the programs of the city related to the development and implementation of land use related municipal plans, policies and codes. Coordinates and participates in inter-departmental functions and activities for planning, flood plain management, code enforcement and other related functions.

Essential Job Functions

Essential duties and functions, pursuant to the Americans with Disabilities Act, May include the following. Other related duties may be assigned.

  • Attends meetings of City Council, conferences, committees and staff meetings in order to provide assistance and make recommendations.
  • Makes recommendation to the departmental director, Chief Administrative Officer, Mayor and City Council on administrative policies and regulations.
  • Provides leadership and direction in the development of short and long range plans; gathers interprets and prepares data for studies, reports and recommendation; coordinates department activities with other departments and agencies as needed.
  • Directs the preparation and maintenance of the land use plan for the development of the area.
  • Manages and supervises operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
  • Oversees the preparation of a variety of studies, reports and related information for decision making purposes.
  • Evaluates development proposals for conformity to established plans and ordinances and determines proposals development impact as they relate to the adopted plans of the City and makes recommendations.
  • Ensures the maintenance of accurate and complete records of activities and records related to licenses, permits, maps, blueprints, overlay and sketches pertinent to urban planning and development programs and projects.
  • Oversees the development and maintenance of a database of information for planning and community development purposes.

Must posses required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees and the general public; ability to establish effective working relationships.
  • Comprehensive knowledge of the principles and practices of form based coding.
  • Ability to maintain effective working relationships with elected and appointed officials and with property owners, builders and the general public.
  • Ability to interpret and apply technical code regulations.
  • Ability to prepare clear and concise reports, correspondence, resolutions and ordinances.
  • Ability to discuss problems and complaints tactfully, courteously and effectively with the public.
  • Shows sound judgment in management and supervisory roles.
  • General knowledge of the requirements of standard building and related codes.
  • Ability to maintain harmonious and effective working relationships with other employees, supervisor and other departments.

Education and Experience

Master's Degree preferred from an accredited four year college or university in the field of urban or regional planning or a closely related field preferred. Ten years professional experience with a municipal planning agency. Minimum of five years prior supervisory experience in planning or community development. Other combinations of experience and education which meets the minimum requirements may be substituted.

Required Licenses or Certificates

Must possess a Mississippi driver's license.
