Minimum Qualifications


  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture, or a planning related field, plus five (5) years of planning related work.


  • Twelve (12) semester hours of relevant graduate college course work may substitute for six (6) months of required experience with a maximum substitution of two (2) years.

  • Experience in planning-related work may substitute for education up to the maximum of four (4) years.

The Historic Preservation Office (HPO) is a Division in the Housing and Planning Department. HPO encourages the preservation of Austin’s historic buildings, structures, sites, and districts; promotes awareness of our cultural and architectural heritage; and helps shape a more sustainable, equitable, and livable city in collaboration with other City departments and community partners.

The Historic Preservation Office coordinates designation of historic landmarks and districts in Austin. The office coordinates review of applications for historic zoning with the Historic Landmark Commission, and Austin City Council makes final decisions on these designations. The HPO team reviews proposed work to locally designated historic properties, work within National Register historic districts, and demolition and relocation permits for historic-age properties.

Position responsibilities include:
  • Make determinations regarding permit and historic review applications.
  • Prepare staff reports to the appropriate commissions and City Council.
  • Manage historic zoning cases with an emphasis on historic districts.
  • Review and process sign, building, demolition and relocation, and historic zoning applications according to City code and Historic Landmark Commission requirements.
  • Handle scheduling of historic preservation cases for public hearing by the Historic Landmark Commission.
  • Support historic preservation efforts through educational outreach to the public and collaboration across City departments.
  • Manage historic district tax abatement program: coordinate with TCAD/applicants/public, complete inspections and prepare reports, present abatement applications to Commission, prepare educational documents/update applications as needed, present to neighborhood groups and boards and commissions as needed.
  • Promote local designation of historic districts through community meetings and other outreach, particularly in potential districts identified through surveys.

Pay Range
$30.14 – $37.68

Hours
Monday to Friday 8 a.m. to 5 p.m.
Flexible teleworking and alternative work schedules available. May need to work occasional evenings and weekend hours.

Preferred Qualifications
  • College coursework in Historic Preservation or related field.
  • Meets the Secretary of Interior’s Professional Qualifications for an Architectural Historian or Historian.
  • Experience in project review for historic buildings according to Secretary of Interior Standards for Rehabilitation.
  • Familiarity in evaluating buildings for historic significance according to National Park Service standards.
  • Experience presenting to boards and commissions and strong written communication skills.


Duties, Functions and Responsibilities

  • Coordinates division/section activities with other division/sections.
  • Researches information as requested and or needed. Reviews analyzed data to discover patterns and/or discrepancies.
  • Assists in developing operating procedures. Assists in developing division/section budget.
  • Assists in developing and evaluating plans, criteria, etc for a variety of projects, programs, and activities.
  • Investigates consumer/citizen complaint to determine validity. Speaks as City representative before public groups.
  • Reviews complex plats and site plans for compliance with policy codes, ordinances, standards, etc.
  • Answers more complex citizen questions and provide assistance.
  • Interprets/explains/enforces City policies & procedures, building/land development codes, specifications, ordinances, etc.
  • Attends City Council, board, and etc meetings to provide technical advice and assistance. Coordinates activities of various boards, committees, etc.
  • Writes informational reports. Writes/draft legal documents, i.e., contracts, regulations, ordinance amendments, resolutions, etc.
  • Develops, utilizes, and modifies complex transportation planning models. Reviews complex traffic impact analyses.


Responsibilities – Supervision and/or Leadership Exercised:
  • Perform as Lead Case Manager. May coordinate the activities of other planners.
