Position Description

The Physical Security Planner works directly with key business leaders to develop and maintain an on-going definition of the physical security strategies and systems needed by the corporation. Coordinates the design, architecture, engineering, testing, implementation, and administration of the enterprise physical security principles, practices and systems. Ensures the physical protection of assets and CIP compliance of the physical security access control systems. Provides support for current technologies and processes in place as well as project management, technical expertise, and strategic direction for new initiatives. Assists senior management in the initiation, support and monitoring of physical security programs and services in order to attain successful completion of company and departmental goals and strategies.

Position-Related Responsibilities

  • Participates in projects for customers in new or modified security systems and products to determine feasibility, time frames and compatibility with current systems.
  • Lead Physical Security services including studies and assessments, security planning, and security design.
  • Monitor the internal control systems to ensure that appropriate CIP system access levels are maintained.
  • Ensure appropriate Physical Security involvement in all technology projects that may impact the security of customer, employee or business personnel or assets. Review all system-related security plans throughout the organization's network, acting as a liaison to other business areas.
  • Advise the organization with current information about physical security technologies and related regulatory issues.
  • Provide technical or subject matter expertise in the evaluation, design, implementation, delivery, and administration of physical security infrastructure applications and other access control technologies.
  • Plan and maintain the physical security access control application and technologies lifecycle and strategic plan.
  • Support and maintain the Key Management program.
  • Monitor and evaluate vendor performance and contracts associated with physical security infrastructure applications and access control technologies and procedures associated with vendor agreements.
  • Manage, recommend, and design Physical Security Access Control (PACS) technologies ensuring compliance with CIP standards.
  • Provide or ensure effective project leadership for assignments and initiatives.
  • Coordinate the development and maintenance of PACS process and procedure documentation ensuring compliance with CIP standards.
  • Coordinate incident response and investigations as a Critical Incident Response Team (CIRT) member for PACS cyber systems and physical perimeters.
  • Oversee the design, acquisition, development, and/or integration of PACS technology and surveillance solutions in order to achieve timely and cost-effective implementation and operation.
  • Promote departmental standards for ongoing system operations, processes, practices and tools across the Physical Security Team.
  • Manage the ongoing relationship between businesses and Physical Security in order to understand requirements, achieve effective and mutually beneficial outcomes, and manage client expectations with respect to service requests and project delivery commitments.
  • Research up-to-date Security Systems Technologies and assist in evaluating for appropriate application within the company; including networking with other utilities and companies.
  • Coordinate with outside consultants as needed.
  • Assist management with the development of budgets which support the cost-effective implementation of security strategies, tactics and operating plans.
  • Create training materials for operations staff on system technologies and lead training efforts.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures

Senior Planner:

  • Oversees all physical security tasks and projects from inception to completions.
  • Technical expert for audits, operations, and regulating authorities.
  • Acts as the primary resource for others regarding physical security measures, regulations, and operations.

Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)

Planner

Minimum Qualifications

  • Bachelor’s degree in Business Management or physical security-related studies. A combination of relevant education and business experience will be considered.
  • Four or more years working as a Physical Security Systems Analyst or Technician involving various PACS technologies and access management.
  • A high degree of human relation skills is required to deal with personnel situations and maintain positive relations with other areas of the company.
  • Strong business and technical analytical skills required, including a thorough understanding of how to interpret customer business needs and translate them into technical and operational requirements.
  • Broad-based business knowledge, including budgeting, financial analysis and project management, including the ability to prioritize and meet deadlines, with emphasis on accuracy and attention to detail.
  • A demonstrated ability to communicate effectively at all levels, including public speaking and business writing.
  • Demonstrates a high level of integrity and confidentiality

Preferred Qualifications

  • One or more certifications in a physical security discipline, such as ASIS Physical Security Professional (PSP). Or ability to obtain certification within one year of hire date.
  • Related Associations (Infragard, ACTIC, ASIS, WECC) preferred.
  • Three years of experience with and knowledge of NERC CIP audit principles, regulations, and standards.
  • Functional knowledge of utility operations..
  • Understanding of access control and alarm software, camera systems including DVR’s, and system communications (T1’s, microwave, Cisco routers) or aptitude and ability to learn.
  • Working knowledge of SQL and IP addresses or aptitude and ability to learn
  • AutoCAD experience is desired or aptitude and ability to learn.
  • Experience writing technical White Papers or aptitude and ability to learn.

Senior Planner

Minimum Qualifications

  • Bachelor’s degree in business management or physical security related studies, or equivalent combination of education and experience.
  • Ten or more years working as a Physical Security Systems Analyst or Technician involving various PACS technologies and access management.
  • Ability to persuade higher levels of leadership or leadership peers to change positions or approach based on situational need.
  • Ability to exhibit comfort in interacting with senior management. Ability to convey credibility, confidence, and sense of authority. Conveys messages simply, concisely and at right pace and tone for audience. Remains calm, controlled, and productive when confronted by opposition or work stress.
