Job Summary: Responsible for overseeing the activities, programs, and services of the Phlebotomy section within
the clinical laboratory. Ensures departmental compliance to all quality, regulatory, and safety
requirements. Responsible for the procurement of blood and other laboratory specimens from all
areas serviced by the department.


Essential Functions:
 Organize and supervise the activities of the Phlebotomy Department. Monitors and evaluates functional
requirements to satisfy operational needs and support the organization’s mission and strategic plan.
 Works in conjunction with the laboratory director in compiling/reviewing quality assurance data within the
clinical laboratory’s quality plan to ensure the delivery of a highly valued service. Actively works to
improve service as the result of findings of the data and/or in response to other identified issues/concerns.
 Ensures that the departmental procedure manual is maintained on a current basis, in a format that is
compliant with CAP, and includes all procedures necessary for regulatory purposes and to serve as reference
for departmental staff.
 Guides and manages employees in the section in a fair, consistent, and conscientious manner under the
guidance of all established Human Resources and other applicable policies and procedures.
 Continually develops and maintains a comprehensive up-to-date training program and competency
assessment for employees in the section and provides required documentation of such.
 Works in conjunction with laboratory director in scheduling of staff to effectively and efficiently manage the
workload. Consults with the laboratory supervisor and/or director in determining appropriate staffing needs,
including performance evaluations and documentation, additions, reductions, or changes in current staffing
levels.
 Performs all duties as a phlebotomist in the section according to established procedures.
 Maintains an adequate, appropriate, and organized level of inventory of departmental supplies with no
compromise of work and observes handling and use in an effort to avoid waste and control cost.
 Actively works in conjunction with service areas in the resolution of collection concerns/issues in an effort to
ensure the specimens are collected in a timely, accurate, and quality manner.
 Works in conjunction with the laboratory director in the resolution of physician/patient concerns/complaints
through investigation, coordination of appropriate remedial action, and development/revision of
departmental policies/procedures in an effort to ensure customer satisfaction.
 This job requires employees to demonstrate initial and annual competencies in order to remain in the
position.
 Performs all other duties as assigned by management.


Education: High school graduate or equivalent.


Phlebotomy certification preferred, certification eligible considered.

Licenses / Certifications: American Heart Association BLS


Experience: Minimum of two years experience in hospital setting. Previous supervisory experience desired.


Work Schedule: This is an exempt position that may require evenings, weekends and holidays.


Physical Requirements:
 Able to stand and lean forward repetitively and prolonged and extensive walking.
 Must be able to stand and bend for prolonged periods. Large amount of walking involved.
 Must be able to lift a minimum of 50 lbs.


Performance Requirements:
 Must possess good interpersonal communication and organizational skills and ability to function effectively
and meet customer service standards in stressful situations.
 Sets the standard for safety within the section. Ensures compliance of the section to all policies and
procedures established by the laboratory, hospital, CDC and OSHA.
 Acts as a clear leader in the department in setting a tone of collaboration, teamwork, and open and honest
communication with all employees. Acts as a role model in exhibiting respect for others, achieving desired
results.
 Demonstrates a willingness to adjust personal schedule to complete workload, administrative duties, and
ensure adequate coverage of the section.
 Demonstrates punctuality and dependability in reporting to work as scheduled. Maintains absenteeism and
tardiness rates that fall within policy guidelines. Maintains a neat and professional appearance and observes
applicable dress code requirements.
 Holds section meetings on a regular basis in an effort to keep employees informed of activities, issues,
projects, etc. of the department/organization. Actively encourages and assists in allowing employees to
attend section meetings and applicable organizational meetings/forums.
