PRN Position to cover Leave of Absence


The phlebotomist is responsible for performing successful venipuncture needed to obtain blood/body fluids necessary for laboratory procedures. The phlebotomist is an expert with proficiency in medical terminology. Phlebotomist must practice safe blood collection and handling techniques that protect patient from injury, safeguard themselves from accidents, and produce high-quality specimens while demonstrating compassion for the patient.

Under the Oklahoma Medical Marijuana and Patient Protection Act, (“The Unity Bill”) this position is considered a “Safety-sensitive position. “Safety-sensitive” is defined to include “any job that includes tasks or duties that could affect the safety and health of the employee performing the task or others.” Employees working in “safety-sensitive” roles are subject to this exception and subject to disciplinary action in the event of a positive test for marijuana or its metabolites.

Minimum Qualifications


  • Knowledge of current federal and state laws and regulations of clinical laboratories.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to read, analyze, and interpret reports and documents.
  • Ability to work independently, with no direction.


Education and/or Experience

  • Graduate of accredited high school or acceptable equivalent (GED).
  • Successfully completed an acceptable phlebotomy-training program that includes at least 120 hours of didactic instructions and 120 hours of clinical practice.
  • Completed at least 1,040 hours of acceptable work experience as a phlebotomy technician within the past 3 years; this is to include venipunctures, skin punctures, specimen processing, communication skills and clerical duties.
  • Emergency Room experience preferred.


Licensure/Certification

  • Completion of Phlebotomy training/ Certificate
  • BLS, ACLS, PALS Certified
  • Documentation of the highest level of education
    • Proof of all required License(s) and Certification(s) is due at time of hire.


Language Skills

  • English is the primary language of the Hospital.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures or governmental regulations.
  • Ability to interpret reports, business correspondence, and policy/procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, physicians, clients, customers, employees, and the public.


Mathematical Skills

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.
  • Ability to compute ratio, percent, rate, as well as the ability to create and interpret graphs.

  • Ability to apply common sense understanding to carry out instruction furnished in written, oral, and/or diagram form.

Job Functions


  • Performs a variety of routine blood drawing procedures from patients of all ages to include finger sticks, heel sticks, and venipuncture using standard safety equipment and following established standards and practices.


  • Interacts directly with patient to obtain information for laboratory records, explain procedures for the maintenance of positive patient identification; records appropriate collection information in accordance with established protocol.


  • Utilizes standard procedures for the maintenance of positive patient identification; records appropriate collection information in accordance with established protocol.


  • Communicates with courtesy and professionalism.

  • Plan and organize work for maximum effectiveness and efficiency.

  • Demonstrate ability to follow oral and written instruction.

  • Labels specimens for identification purposes and maintain central admission log.

  • Submits all charges to the billing department.


  • Submits all Medical Record copies of patient reports to Health Information Management Department.


  • Processes, labels and stores blood samples for subsequent analysis.


  • Enters specimen data into the main laboratory computer using windows program.


  • Prepares specimens for reference laboratory and hospital lab by using centrifuge to spin blood.



  • Retrieves missing billing information as needed, including ICD-9 coding.

  • Records all temperatures daily or more often if needed.
  • This position covers the registration desk as needed.


Additional Responsibilities

  • Seek out external resources through conferences, workshops, etc. as necessary.
  • Share professional knowledge with hospital staff, board members, and administrator.
  • Comply with HIPAA regulatory requirements.
  • Adhere to the hospital’s philosophy, mission, and policies and procedures.
  • Support the hospital’s goals and objectives.
  • Maintains a good attendance record and follows all hospital rules, policies and procedures.
  • Maintains open and effective communications with patients and their nurses, physicians, peers, supervisors, and students. Establishes and maintains excellent interdepartmental and interpersonal relationships.
  • Attends departmental meetings and in-services to stay current with the developments of the department and hospital.
  • Observes that proper safety measures are enforced in the techniques used on patients receiving therapy. Maintains high safety standards in the hospital.
