The Division of Economic and Workforce Support:
The Division of Economic and Workforce Support (DEWS) is responsible for ongoing implementation of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Home Care Allowance, and Colorado Supplement), the Colorado Works Program, Colorado Refugee Services Program (CRSP), Employment First and other workforce development services. The programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of these programs and is responsible for ensuring that all counties comply with the terms of their county policies and all federal and State statutes and regulations.

The
Colorado Refugee Services Program:
In partnership with the federal Office of Refugee Resettlement (ORR), other CDHS divisions, and counties in which refugees resettle, CRSP coordinates an array of services aimed at promoting refugee self-sufficiency and integration. Services are intentionally aligned and coordinated across generations to yield better outcomes for families. This approach, called Two-Generation (2Gen), is defined as “bringing together parent and child resources addressing the needs of both vulnerable children and parents together”. 2Gen approaches are about a commitment to better outcomes for children and parents, measured at the same time. As such, CRSP is committed to a holistic approach to refugee resettlement and the families served. Colorado’s services and programs support refugees and the larger receiving community working together to build the social capital necessary to both sustain a welcoming environment for refugees as well as a return on investment for the mainstream community.

Description of Job

This position will have remote work flexibility.
Please note: These working arrangements are subject to change.

Job duties of the Performance Analyst include:
  • Supports the Division’s strategic goals by monitoring and analyzing reports, developing useful measures, interpreting trends, and suggesting ways to improve performance.
  • Provides support, including technical assistance, program and policy information and clarification, and general program assistance to State and vendor staff responsible for administration of CRSP programming.
  • Acts as an expert in the federal requirements related to CRSP programming, outlined in the Code of Federal Regulations (CFR), as well as regular Policy Letters (PL) and Dear Colleague Letters (DCL) issued by the Office of Refugee Resettlement, housed within the federal Department of Health & Human Services (ORR).
  • Assists with reviewing vendor programs operations as they pertain to federal requirements and performance goals.
  • Provides more efficient and effective ways for the State to manage the implementation and performance of refugee resettlement programming.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Bachelor's degree from an accredited institution in human services, public administration, business, social work, sociology, organizational development or a closely related field.

AND

Two years of professional experience in data reporting, research, statistics or a similar related area.


Substitutions:


Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

  • Experience with similar job responsibilities
  • Experience with refugee and immigrant populations (professional or personal)
  • Lived experience as a refugee or immigrant
  • Experience in the design, implementation and coordination of programming
  • Ability to develop and present trainings
  • Experience in working to solve challenges with partners
  • Experience working within data-driven environments
  • Intermediate level working knowledge of Microsoft Excel (filtering, formulas, graphs/charts, etc.)
  • Ability to master and apply complicated ideas quickly, sometimes independently and sometimes with others
  • Ability to develop and maintain positive relationships with others
  • Ability to communicate efficiently and effectively, verbally and in writing
  • Reliable, flexible, organized, positive attitude and works collaboratively
  • Excellent analytical and problem-solving skills
  • Self motivated and able to make decisions with limited supervision

Conditions of Employment
  • Standard background check required.
  • This position requires occasional travel to meetings throughout the state
  • This position requires a current, valid Colorado driver's license.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
  • As a condition of employment, effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to test at regular intervals if there is a State of Colorado employee mandate to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status. Vaccinated employees must provide proof of vaccination. The offer is, therefore, contingent upon you attesting to your vaccination status with proof of vaccination within three (3) business days of the first day of work. Be advised that “fully vaccinated” means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer, Moderna or Novavax vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine.
