JOB SUMMARY : Lead the planning, design, and development of Payroll operations user support and training for District approved software applications and applicable procedures and policies. Collaborate with various departments to develop and deliver training for established procedures and policies while acting as a resource for schools and departments. As an integral member of the Payroll team, participates in the computation, withholding and remittances of all payroll functions.

DUTIES AND RESPONSIBILITIES : The following tasks describe the basic functions of the job and represent the type of work performed. They do not constitute an exhaustive list of the duties and responsibilities performed on the job. The following frequencies and percentage of time spent are approximations only and are subject to flexibility dependent on organizational needs.

  • Lead the planning, design, development, implementation, and assessment of learning opportunities related to the Payroll Operations. Develop short-term and long-term training plans for operations end users. Communicate training plans to operations managers and market opportunities to end users. [Daily, 15%]
  • Design and conduct direct, face-to-face and online training to principals, directors, office managers, bookkeepers, and other end users both in groups and one-on-one on the operation of the District’s software systems in addition to the application of procedures and policies. [Daily, 15%]
  • Prepare, control, and analyze data for payroll processing. Work in partnership with Human Resources, Benefits and Employee Relations on necessary adjustments. [Daily, 15%]
  • Receive and respond to payroll-related inquiries from employees, students, and outside agencies, using discretion and excellent verbal and written communication skills. Provide support, training, and resources for district employees who submit payroll and have concerns and questions regarding their pay. Research, analyze, and audit individual payroll records as needed. [Daily, 15%]
  • Support questions regarding enterprise resource planning (ERP) platforms/systems and other tools from District users. [Daily, 3%]
  • Assist employees in submitting their direct deposit information in Oracle and work with the district’s bank when employee’s direct deposit is returned, account closed or account number incorrect. [Daily, 3%]
  • Identify gaps and assess ongoing training needs based on feedback from District stakeholders, best practices, key performance indicators, and business needs. [Monthly, 5%]
  • Attend end user group meetings and serve as the Payroll liaison to schools and departments. [Monthly, 5%]
  • Deliver clear status communication on trainings to Payroll management, ERP project teams, stakeholders, and other leadership teams. [Monthly, 3%]
  • Assist in the coordination and monthly reconciliation process of the payroll interface with the Oracle accounting system and assist the district’s independent auditor and auditors from outside regulatory agencies. [Monthly, 3%]
  • Design and utilize methods to test skills and knowledge retention. [Quarterly, 5%]
  • Create and maintain Payroll end user procedure guides for the District’s systems and serve as a procedural resource for all District Payroll operations users. [Quarterly, 5%]
  • Work with District stakeholders to develop recommendations for new training programs and enhancements to existing trainings. [Quarterly, 5%]
  • Perform other related duties as assigned or requested. [Daily, 3%]

MINIMUM QUALIFICATIONS : The minimum amounts of formal education, professional work experience, knowledge, skills, and abilities that must be met for a candidate to be considered for a position

  • Bachelor's degree in business administration, accounting/finance, or related field or equivalent combination of relevant education and work experience
  • Two (2) years of designing, leading, or facilitating training programs, finance, or Office Manager experience
  • Proficient in Microsoft Office Suite, specifically Word and Excel
  • Excellent verbal and written communication skills
  • Ability to compare, compute, compile, and coordinate
  • Ability to design online training courses in software such as Storyline or iSpring
  • Ability to communicate complex and/or technical information clearly and concisely to all levels within the organization
  • Ability to meet the expectations and requirements of internal and external customers as well as build and maintain effective relationships
  • Ability to collect and analyze information, problem solve, and make sound decisions
  • Ability and desire to be flexible, embrace change, and learn quickly
  • Ability to effectively present and train technical material to all levels of the organization
  • Criminal background check and fingerprinting required for hire

PREFERRED QUALIFICATIONS : Any job-related formal education, professional work experience, knowledge, skills, abilities, certifications, licenses, and other criteria that are inessential and in addition to the minimum qualifications, certifications, and licenses

  • Public payroll experience
  • Experience with technical training on an ERP system
  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds
  • Racially conscious and culturally competent with the skill, will, capacity, and knowledge to commit to a culture of continuous improvement
