The
Payroll Consultant is primarily responsible for performing tasks necessary to accomplish the organization’s payroll processing objectives including relationships with state and local agencies and internal and external auditors; oversees the maintenance of quarterly and annual payroll tax returns and other personnel records

How You'll Spend Your Time
- You will oversee preparation of state and local tax deposits and the preparation and distribution of all local and state payroll quarterly and annual tax returns for multiple FEIN’s; prepare communication with various local and state regulatory agencies on issues regarding payroll tax returns that are critical and time sensitive; research laws regarding taxes and payroll withholding procedures and keeps up-to-date on new developments and procedures.
- You will administer transactional payroll processes such as garnishment processing, pulling time, opening payroll, payroll audits, and playing the role of a tier two approver for specific payroll transactions; complete payroll entries, transferring funds as necessary, and reconciling general ledger accounts.
- You will complete monthly reconciliation of all benefit accounts and manage the benefit funding process working closely with Accounting and Benefits departments to fund benefit accounts accordingly.
- You will work with the payroll manger to ensure processes and procedures are followed accordingly, develop process improvement strategies, identify areas of opportunity for additional controls, ensure payroll compliance, develop enhancements to training guides as needed, and assist with the annual audit review by internal and external auditors.
- You will oversee the timely resolution of outstanding payroll issues; research and resolve complex problems that require handling beyond staff experience and knowledge or authority; communicate and provide complex problem resolution regarding payroll deductions and withholding; handle unusual or difficult customer inquiries involving research or policy interpretation.
Education & Experience Requirements
- Requires Certified Payroll Professional (CPP) certification
- Extensive knowledge of payroll tax practices and procedures, tax laws and requirements
- Advanced technical skills and knowledge of human resources payroll systems
- Advanced knowledge of general accounting principles including reconciliation of General Ledger accounts
- Excellent problem solving and analytical skills
- Strong planning and organizational skills
- Strong oral and written communication skills
