The City of Seattle has a wonderful opportunity for self-motivated and people-oriented candidates for our technology-driven work environment to join our team as a Parking Enforcement Officer (PEO). Parking enforcement shifts may be scheduled 24/7 throughout the calendar year, new hires may be required to work a “swing shift” or “graveyard shift”, and work may be scheduled on Saturdays, Sundays, and holidays. Job Responsibilities

  • Patrols an assigned district of the City by foot or in a four-wheeled vehicle, three-wheeled motor scooter, bicycle, or other vehicle type issuing citations for ordinance violations.
  • Independently plans and organizes work to respond to emergencies and priorities emerging during the day.
  • Maintains positive public relations while taking enforcement actions, such as issuing warnings and citations, installing, and removing vehicle immobilization devices, authorizing vehicle towing, citing vehicles to clear streets during designated peak hours to ensure traffic flow during rush hour.
  • Appears in court as necessary in connection with citations issued and as witnesses in traffic-related and other criminal matters. Serves impound notice and citations.
  • Investigates suspected abandoned vehicles and takes appropriate action for removal.
  • Clearly documents citations and daily activities in a computerized handheld ticket device and on manual reports.
  • Performs queries for law enforcement information using computer systems.
  • Reports unlawful activity, abuse of disabled permits, malfunctioning traffic signals, missing or damaged regulatory signs, and defective parking devices.
  • Observes, assesses, and reports a wide variety of hazardous conditions, suspicious vehicles, and equipment malfunctions related to traffic and other public safety.
  • Observe and reports hazardous conditions, such as missing or broken traffic signals or signs and street markings that need to be repainted.
  • Monitors police radio activity and responds to requests for assistance.
  • Directs traffic in situations that require the City's response such as special events, sporting events, natural disasters, and traffic collisions.
  • Responds to emergencies with CPR (Cardiopulmonary Resuscitation) and AED (Automated External Defibrillator) capabilities.
  • Provides assistance to lost or stranded residents or tourists with directions.
  • Supports department goals in promoting diversity and social justice.

Qualifications

Minimum Qualifications:

One (1) year of experience in public contact work.

License, Certification, and Other Requirements:


  • Current State of Washington driver's license.
  • First Aid certificate (within six months of hire).
  • Pass and maintain annual defensive driving certification for fleet vehicles.
  • Pass a comprehensive background investigation that includes driving record, criminal history, drug history, financial history, and reference checks.
  • Pass medical examination by a city-approved doctor.
  • Pass a physical agility test.
  • Successfully complete and pass an eight-week unit training program.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
  • Three or more years of experience in public contact work.
  • Experience de-escalating difficult situations.
  • Ability to deal with the public and maintain a calm demeanor.
  • Ability to communicate with a diverse group handling difficult situations in a tactful and courteous manner.
  • Ability to work well under pressure and multi-task in a fast-paced environment.
  • Ability to communicate effectively and work within a multi-cultural organization to serve a diverse customer base with outstanding customer service.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
  • One year of experience with Windows-based computer systems and Android-based handheld devices.
  • Detail-oriented; strong organizational, time management, and customer service skills.
  • Experience with computer systems and handheld devices including spreadsheets, databases, such as Microsoft Office Suite software.
  • Familiarity with the geography of Seattle for daily patrol activities and giving directions.
  • Demonstrated experience working in an environment using mediation and negotiation skills to deal with angry and hostile individuals while performing job duties.
  • Demonstrated experience working independently and diligently to successfully complete job duties.
  • Bilingual language skills are a plus.

Work Environment/Physical Demands:
  • Exposure to inclement weather.
  • Exposure to potentially hostile individuals.
  • Work in inclement weather and exposure to automobile fumes, hazardous chemicals, and vehicular traffic.
  • Required to drive a four-wheel vehicle and/or three-wheel motor scooter, and/or walk long distances, approximately 7 miles per day.
  • Exposure to automobile fumes and hazardous chemicals.
  • Normally required to lift up to 50 pounds.
  • Exposed to heavy traffic.
  • Will be required to work overtime subject to the provisions of the memorandum of understanding between the City of Seattle and Seattle Parking Enforcement Officers Guild (SPEOG).
  • Work hours include weekends and evening shifts, including mandatory overtime including holidays on short notice, subject to the provisions of the memorandum of understanding between the City of Seattle and SPEOG.
