We are currently recruiting for one full-time, permanent, Park Ranger 4 (Area Manager) for the Central Whidbey Area. This position develops area specific strategies for managing a wide variety of complex issues including stakeholder work, long term capital planning and oversight, lease management, budget management, HR issues, law enforcement strategies, maintenance plans, and project management. There is no housing for this position.

The Central Whidbey Area is one of the most diverse park operations in the system. It includes Fort Casey, Fort Ebey, South Whidbey, Possession Point, Ebey’s Landing, and Joseph Whidbey State Park. The duty station for this position is at Fort Casey State Park located in Coupeville, WA in Island County, WA.

Duties

The Park Ranger 4 directly supports WA State Parks' mission by managing the Central Whidbey Area and serving as a leader in the Operations Division offering expert level opinion on projects, policy, procedure, rules, and regulations from a front-line operational perspective. This position works directly with the Region Manager of the Northwest North Region and is responsible for fostering and maintaining valued relationships with many constituencies.

Duties include, but are not limited to:

  • Facilitate the identification, planning, and oversight of all park activities as required to fulfill the mission/vision of the park area, division, and agency:
    • Update and manage all operational plans for park area including: the Security of Assets, Risk Management, Law Enforcement, Interpretation, Trails, and CAMP.
    • Manage multiple budgets from different funding sources.
    • Work with major concessionaires approving operational management plans and leases.
    • Ensure all park decisions follow agency policy and procedure.
  • Provide direction and oversight for all maintenance functions in the area and coordinate with other Agency staff as needed:
    • Set maintenance priorities for area.
    • Develop and maintain biennial plan for area maintenance needs.
    • Manage both internal maintenance projects and stakeholder funded maintenance projects.
    • Construct and manage area equipment and develop project budgets in cooperation with Region and statewide priorities.
    • Ensure required maintenance safety training and procedures are met by all area staff and documented as required.
  • Lead and supervise area staff by providing direction on HR issues, LE judgment, budget decisions, maintenance priorities, long term park planning goals, customer service requirements, etc.
    • Assure staff is following all applicable policies and procedures, statewide rules and regulations, and the Collective Bargaining Agreement.
    • Serve as area hiring authority for all seasonal and permanent staff.
  • Provide leadership in park area and participate in leadership opportunities in the division and agency:
    • Proactively communicate with staff in a positive and supportive manner.
    • Actively participate in agency wide peer group meetings.
  • Represent State Parks at meetings, in collaboration with agency programs, and in all facets of public engagement.
  • Provide direction and oversight of Law Enforcement efforts.
    • Supervise law enforcement staff and ensure all training requirements are met and commissioned rangers are following agency direction regarding enforcing WACs and RCWs.
  • Foster and maintain community relations throughout the area.
    • Meet with local jurisdictions on current issues and long term planning on shared boundaries and lands.
    • Work closely with partners, stakeholders, and user groups to ensure appropriate public input.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor's degree.**
  • Four (4) years of experience in a Natural Resource field.
  • Four (4) years of supervisory experience.
  • Valid unrestricted (except for corrective lenses) driver's license.
** Additional experience in a natural resource field can substitute year for year for education.**

DESIRED QUALIFICATIONS:
  • Two (2) years of experience as a park ranger, commissioned law enforcement officer, or equivalent experience in a natural resource field.
  • Project planning experience.
