Overview:USTR, as established by the Trade Act of 1974, is responsible for transmitting to the President and to the Congress the annual President’s Trade Policy Agenda, Report of the President of the United States on the Trade Agreements Program, and National Trade Estimate Report on Foreign Trade Barriers (NTE). These reports respectively provide the President’s trade objectives for the new year; the actions USTR and the U.S. Government took the prior calendar year to implement the President’s objectives, and an inventory of foreign practices that are significant barriers to U.S. exports and includes actions taken to eliminate those significant barriers to trade.
Responsibilities:Undertake the coordination and production of the three annual reports (President’s Trade Policy Agenda, Report of the President of the United States on the Trade Agreements Program, and NTE). The following tasks are illustrative of the kinds of tasks to be performed:

  • Review the 65-70 individual sections of each report to ensure:
  • Each is coordinated and cleared internally and timely by all policy offices, Senior Advisors, and Office of General Counsel (OGC), the Deputies, and USTR leadership.
  • Compliance with the drafting conventions for the Reports.
  • Reporting is consistent among and between them.
  • Advise the Senior Trade Policy Advisor regarding when each of the 65-70 sections of the Reports are ready for her review.
  • Coordinate with drafters on resolving edits and questions posed by the Senior Trade Policy Advisor regarding any of the 65-70 sections of the Reports.
  • Prepare portions of sections of Annual Report and the NTE Report for transmittal to the Trade Policy Staff Committee (TPSC).
  • Incorporate the edits in the 70 sections of the Annual Report as provided as a result the review of the Annual Report by the 21 agencies comprising the TPSC and consult with the Senior Trade Policy Advisor on whether any require consultation with the drafting offices and OGC.
  • Ensure that the drafters of each of the 65 sections of the NTE Report have incorporated edits as provided as a result of TPSC review of NTE Reports.
  • Ensure the SharePoint properties are updated and correct for each of the 65-70 sections of the Reports; maintain trackers of missing or delayed documents, advise the Assistant USTR (AUSTR) and Senior Trade Policy Advisor of same.
  • Compile the 70 sections of the Annual Report into a unified document along with the President’s Trade Agenda and review for formatting and typographical errors.
  • Review print shop proofs for formatting and typographical errors.
  • Use the Annual Report timeline and NTE Report timeline as tools to ensure all staff, including the AUSTR and Senior Trade Policy Advisor, have advance warning of and meet upcoming deadlines to ensure the three reports are finalized timely to meet the statutory deadlines for transmittal to the President and the Congress.

Qualifications:Experience/Knowledge Required for Position

  • Exceptional: (a) Command of written English language, especially grammar and mechanics and (b) Attention to detail.
  • Strong editing and proofreading skills.
  • Able to work successfully both individually and collaboratively as part of a team
  • Proven experience: (a) Organizing and managing detailed information under time pressure for senior management and/or staff and (b) Exercising a high degree of tact, intelligence, diplomacy, and/or versatility in dealing effectively with senior management and/or staff.
  • Experience with and understanding of U.S. trade policy highly desired.
  • Experience as a paralegal in a federal environment is desired.

Education:
Bachelor's Degree (International Relations, Public Policy, Economics, or Related Study)

Security Clearance: Public Trust, or ability to obtain
U.S. Citizenship: Required

Location:
Primarily on-site in Washington, DC (Office of the U.S. Trade Representative [OUSTR]) with some telework (dependent on activity level/phase)
