Position Summary Brooklyn Park Recreation and Parks Department is looking for a highly motivated and team-oriented individual who has a desire to make a difference in lives of young people in Brooklyn Park. This key leadership position works with the Youth Services Manager, the Brooklyn Park Youth Outreach team, Cities United and the Zanewood Intervention staff to: coordinate internal and external partners to provide promotion, prevention, and intervention services to ensure youth thrive in meeting their basic needs, health, social connections, and identity and aspirations and are set up for success coordinate intensive support and resources for vulnerable youth to prevent reaching a crisis stage, and guide youth who are in a crisis to necessary treatment and care management reimagine public safety by interrupting the cycle of community violence dismantle systems of inequity engage youth and families The Youth Services Division assesses youth and recreation program needs in the community and implements programs that meet the needs of youth in the community. This position will work under the supervision of the Youth Services Manager of the City of Brooklyn Park and partner with the Zanewood Facility Coordinator, Brooklyn Park Police Department Juvenile Unit and Community Resource Officers and align with the Cities United Brooklyn Park Lead to develop innovative programs and provide services that meet young people where they are at in the community. This position will communicate and work together with the Crisis response and hospital intervention teams focused on safety, partnerships, and service to our community. To be successful in this position, an individual must have an understanding of youth work, youth-based outreach and engagement and social services as it relates to youth, specifically, working with at risk participants from a variety of cultural backgrounds. This position is responsible for supervision and scheduling of contractors, professional staff, evaluating and effectiveness of services and supervision use of facilities as needed for outreach programs in the community. They will work with Youth Intervention staff and contractors creating a safe, engaging and positive climate for youth, teens and families at the Zanewood Recreation Center, in the park and the neighboring communities. Essential Duties and Responsibilities Assess community youth engagement and outreach needs, research new strategies for meeting those needs and implement programs and strategies Plan, direct, supervise and evaluate outreach supervision and programming, Brooklyn Park Outreach team and services Develop and implement program quality evaluations to reach youth outcomes and submit reports Supervise Outreach staff to develop and lead engagement activities and efforts to maintain a safe and positive environment in partnership with Brooklyn Park Police Department and Brooklyn Park Outreach Team Supervise, train and work with fulltime Youth Intervention staff, part time and seasonal staff to manage intense, complex life challenges of youth Supervise program staff Youth and Teen Behavioral management to deliver high quality outreach and engagement programs (Youth Outreach Team, High school sport events, etc.) Partner with police department to deliver youth promotional, prevention and intervention opportunities that reimagine public safety practices in the community Facilitate meetings for Intervention, Outreach and Police partnership teams Coordinate and monitor Youth Intervention activities to deliver key life coaching and case management for young people in Brooklyn Park Recruit, hire, train, schedule and supervise staff to meet community needs and deliver outreach services Partner with National Cities United network to deliver key outcomes of Youth Services Comprehensive Framework Participate with Cities United network webinars, conferences and discussions to advance positive outcomes for young black men and boys Identify potential risks in advance, analyze them and take steps to reduce liability for city and ensure safety of participants and visitors Engage the community in all youth services recreational and city offerings Recommend policies and procedures to connect to broader community safety strategies Plan, direct, implement and supervise Youth Intervention and Youth Outreach efforts transforming the climate and culture of the recreation center and community, working with Zanewood Leadership Staff Assist with the effective administrative practices and procedures for the implementation of outreach and intervention services Prepare youth/teen outreach data collection and program reports Assist Youth Services Manager with evaluation of staff performance Prepare program budgets and monitor expenditures of funds for program budgets and seek alternative revenue sources for key strategies Engage community by creating volunteer leadership opportunities Write materials to promote and market programs and events and increase participation in recreation programs Determine the appropriate programs and make adjustments accordingly to program offerings to grow and develop Solve customer problems, complaints to their satisfaction and within policy guidelines Communicate effectively and work cooperatively with city and department staff, schools, community groups and residents’ Coordinate and maintain relationships with partner organizations (Intervention, School district 279) for in school Youth outreach services Purchase and pay invoices as needed Follow personnel procedures and recommend corrective actions on disciplinary issues that arise Other duties as assigned or apparent Minimum and Desired Qualifications Education Bachelor's degree in Human Services, Community Social Work, Education, Recreation and Parks, Youth Services or related field Experience Five (5) years of experience organizing youth-centered street-based outreach, youth services, and/or youth intervention services which includes: Supervising employees, including recruiting, hiring and conducting evaluations Experience with budget preparation and management of program budgets and funds Experience working with community organizations, youth clubs, social services agencies Experience working with diverse communities, ages and socioeconomic youth and families Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Knowledge, Skills and Abilities: Must be an enthusiastic, creative and flexible leader who can manage multiple duties Experience preparing written materials to promote and market programs and services Experience developing and implementing youth intervention and engagement programs in multiple settings Experience utilizing and coordinating the service of volunteers and partners Ability to orally communicate effectively within all levels of the organization and write clear and concise reports, and written documents. Ability to write, develop and create materials to promote youth programs on social media Clear and well-defined vision for, and commitment to, the unique role Youth Services plays in community building Experience working in group situations to generate programming ideas, collaborate efficiently, and solve problems collectively Proven ability to positively influence others, and build positive, effective working relationships Success in recruiting talented and culturally diverse individuals to deliver desired services Ability to relate to and work effectively with people from diverse cultural, socioeconomic, racial and ethnic backgrounds Ability to provide a level of customer service that meets/exceeds customer expectations Embrace and engage in Continuous Improvement efforts Desired Qualifications Five (5) years of progressive experience supervising employees, including recruiting, hiring and conducting evaluations with direct community engagement Experience working or living in Brooklyn Park. Experience in evaluating youth intervention and engagement programs and youth outcomes. Demonstrated commitment to furthering racial equity, diversity and inclusion. Demonstrated ability to work effectively with people from various cultural, socioeconomic, racial and ethnic backgrounds. Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s).
