If so, the City of Raleigh Solid Waste Services Department is seeking a collaborative team builder who has a focus on staff development and successful project management to take the lead as our Operations Supervisor.

The Operations Division includes residential solid waste collection; residential and multi-family recycling collection, residential yard waste collection, yard waste processing center operations; and maintenance and monitoring of the closed landfill. Solid Waste Services provides for the delivery of essential solid waste and recycling services to the 450,000 citizens in the City of Raleigh. There are approximately 160+ employees who collect, process, and manage waste and recyclables.

Position Overview:

This role provides leadership as an extension of the Operations Assistant Director when they are away from the office or working an alternative shift. This position will serve as a project lead for divisional projects that enhance the efficiency and effectiveness of the Operations division including safety of operations, staff in and staff out procedures, and policy and procedure development.

Candidates for this role may serve as the Operations Supervisor over Core or Special Services.

  • Special Services oversees management of yard waste collection, bulky and special collections, e-waste collection, special event coverage, and services provided to our central business district.
  • Core Services oversees management of the daily collection of all garbage and recycling.

This position provides direct supervision for Crew Supervisors; resolving escalated customer complaints; reviewing and analyzing field operations performance and implementing improvements; and assisting with divisional budget formulation.

Duties and Responsibilities

  • Manages operational program responsibilities to include supervisory oversight to ensure safe and efficient operations of service delivery.
  • Supervises and oversees personnel needs of respective program including organizational structure and staffing needs, recruitment and selection, coaching, disciplining, training, and completing performance evaluations. Provides input into termination, compensation, and promotion. Ensures the fair and consistent implementation of discipline, and termination procedures based on City and departmental policies & procedures.
  • Collaborates with internal services to resolve employee relations and labor relations issues. Reviews and provides guidance on city & departmental policies in conjunction with HR business partner and departmental leadership.
  • Collects and analyzes available data and trends to make sound leadership decisions for improvements in employee accountability, engagement, and customer service delivery.
  • Plan and coordinates with fleet managers to ensure proper asset availability, appropriate spare ratios, and asset disposal for successful service delivery.
  • Performs inspections and evaluates work performance and project completion to ensure compliance with quality standards and contract requirements; identifies productivity or efficiency issues and makes scheduling, resource, or other required adjustments for program enhancements.
  • Interacts with citizens to ensure customer satisfaction. Serves as subject matter expert to program stakeholders in the community while resolving customer complaints and escalations.
  • Investigates, analyzes, and resolves operational issues; plans and implements adjustments to improve operational performance and increase customer service.
  • Responsible for monitoring and managing program budget and performance measures while diagnosing and improving processes, procedures, and performance.
  • Monitors and administers maintenance and service contracts; evaluates proposals; assists in negotiating contracts and vendor/contractor selection; reviews scope of work for projects and monitors progress and quality as specified within contracts.
  • Executes necessary precautions to ensure safety and compliance with City, OSHA, and other standards and regulations. Ensures proper reporting and thorough root cause investigations for all injuries and incidents, following-up with consistent discipline and retraining.
Supervisory Responsibilities:
Directly supervise Crew Supervisors within the Operations Division of the Solid Waste Department.
This position is exempted from the Civil Service Act.

Typical Qualifications

Education and Experience
Bachelor's Degree in building construction or directly related field, five years of facility management experience and two years of supervisory experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications


  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or ability to obtain within 30 days.

Positions in this class typically require balancing, reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); moderate exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and moderate exposure to extreme temperatures, intense noise and travel.
