This position is in the Excepted Service. The primary purpose of this position is to serve as an Operations Research Analyst performing professional and scientific work requiring systematic, critical, intensive investigation into a subject in order to develop the principles, criteria, methods, and data to be used in support of projects or problem solving studies.

Depending on grade level and the division to which assigned, incumbent will perform one or more of the following:

1. Conduct qualitative and quantitative analyses of military forces, weapon systems, and major programs proposed or in progress by the military services,as well as science and technology efforts
2. Analyze and evaluate the capabilities, effectiveness, feasibility, and costs of proposed or maintaining forces, weapon systems, and programs;
3. Develop planning and programming guidance upon which DoD force structure, program, and budget proposals are to be based;
4. Design and/or conduct studies and analyses of the capabilities of U.S., allied, and potential enemy forces;
5. Analyze the impact of force reduction options upon U.S. and allied defense capabilities;
6. Perform cost analyses of alternative defense plans and programs;
7. Create mathematical models in support of Analysis of Alternatives (AoA), preparation of Independent Cost Estimates (ICEs) and/or other programmatic analyses;
8. Develop and/or validate independent life-cycle cost estimates for proposed, planned or existing weapon systems, and prepare cost and software data collection plans for those systems;
9. Prepare issue papers analyzing program alternatives for use by the Secretary of Defense;
10. Initiate, design, monitor, and evaluate DoD force structure studies and analyses;
11. Apply mathematical and other pertinent scientific approaches to complex problems;
12. Develop better mathematical models and analytical methods; and/or
13. Conduct research into economic and fiscal issues of major concern to the Department of Defense.

Qualifications

BASIC REQUIREMENTS:A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your resume and application materials should reflect your competency in the following KSAs.   • Mathematical Reasoning - Experience in applying mathematical reasoning skills in operations research, statistics, economics, mathematics or cost estimation.

  • Research - Knowledge of scientific research methods.
  • Influencing/Negotiating - Experience articulating and/or negotiating very complex and/or sensitive issues with officials of diverse perspectives.
  • Teamwork - Experience as an active participant of team projects or study teams.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Experience producing written material for senior leaders.

SPECIALIZED EXPERIENCE:Cite specific examples of employment of experience in your resume and describe how this experience has prepared you to successfully perform the duties of the position. GS-11: Successfully completed 1 year of specialized experience at the GS-09 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes independently performing recurring assignments of limited difficulty and complexity in support of projects assigned to higher graded analysts. General operations research assignments for portions of a project or study consisting of a series of interrelated task or problems.OR2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree GS-12: Successfully completed 1 year of specialized experience at the GS-11 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience include, under guidance of senior analysis(s), applies a range of analytical, mathematical, and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies.OR3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. GS-13: Successfully completed 1 year of specialized experience at the GS-12 grade level or equivalent under other pay systems in the Federal service. An example of specialized experience includes extracting and organizing raw program and/or cost data under general direction from a supervisor or senior analyst, conducting basic mathematical analysis of program information, and assisting in the collection, developmental and implementation of program and/or cost related information.NOTE: There is no substitution of education for specialized experience at the GS-13 level. GS-14: Successfully completed 1 year of specialized experience at the GS-13 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes a broad range of operations research analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Utilizes scientific inquiry independent development of mathematical models and computer programs to evaluate, interpret, and analyze program and/or cost data.NOTE: There is no substitution of education for specialized experience at the GS-14 level. GS-15: Successfully completed 1 year of specialized experience at the GS-14 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes applying scientific and analytical techniques to define, quantify, and evaluate feasibility of assigned projects, proposals, reports, studies or problems; performing complex statistical analyses; performing complex cost estimates and determining lifecycle costs; evaluating large and complex military programs; performing complex analyses in the absence of defined goals and outcomes.
