Operations Manager - Disaster Recovery position is a direct-hire position located in Baton Rouge.
Operations Manager - Disaster Recovery Summary:
The Operations Manager utilizes reporting and ongoing data analyses to ensure effective prioritization and timely execution of tasks performed by the project team. The Operations Manager is responsible for the administrative and technical management of production through monitoring, managing, and reporting on the production of multiple functional areas for HUD funded Community Development Block Grant Disaster Recovery (CDBG-DR) homeowner programs and other projects within HGA’s Program Management division.
Operations Manager - Disaster Recovery Duties & Responsibilities:
This position is a Section 3 eligible job opportunity under the Housing and Urban Development Act of 1968. Section 3 residents are encouraged to apply. The purpose of Section 3 of the HUD Act of 1968 is to ensure that preference for employment opportunities generated from the expenditure of HUD funds is directed to local low and very low-income persons, particularly those who receive federal housing assistance. Operations Manager - Disaster Recovery Duties & Responsibilities:
- Exercise discretion and independent judgment with respect to matters of significance.
- Participate in the planning and implementation of projects; develop budgets, schedules, and procedures.
- Facilitate the definition of project scope, goals, and deliverables.
- Define project tasks, workflows, and business requirements.
- Establish and update standard operating procedures.
- Assemble and coordinate project staff for specific tasks; manage project resource allocation for assigned tasks.
- Track and project deliverables using appropriate tools and provide reporting.
- Ensure project is operating within quality assurance guidelines.
- Present reports defining project progress, problems, and solutions.
- Provide direction and support to project team; coordinate on current and upcoming tasks to ensure schedule and budget are maintained.
- Provide consultation and expert advice to management. Operations Manager - Disaster Recovery Qualifications:
- A four (4) year bachelor’s degree from an accredited university; relevant advanced degrees and/or certifications are preferred.
- At least seven (7) years of professional level project/program management experience.
- Four (4) years of experience in hazard mitigation, housing, community development, economic development, construction management or related fields. Experience with CDBG-DR housing or similar programs/projects is preferred.
- Strong understanding of regulatory and reporting requirements.
- Must have the discipline to create clear and attainable objectives and to see them through to successful completion.
- Candidates must be located within daily commuting distance from Baton Rouge, LA.
