Description of Job

About the Work Unit
The Colorado Transportation Investment Office (CTIO) is an enterprise for the purposes of Article 10, Section 20 of the Colorado Constitution. Per CRS 43-8-806, CTIO is a government-owned business and a CDOT Division responsible for seeking out innovative financing opportunities for the purpose of completing transportation infrastructure projects. Pursuant to the Statute, the powers of the Enterprise are to be broadly construed to allow sufficient flexibility, consistent with the State Constitution, to pursue any available means of financing such transportation infrastructure projects that will allow the efficient completion of the projects.

About the Position
The Express Lanes Operations Manager will have direct oversight of the CTIO Tolls Analyst Team that reports to the CTMC (Colorado Transportation Management Center) in Golden, CO or other Traffic Operations Center designated by the CTIO. This position plans for the growth and sustainability of the overall operations by developing long range and immediate work plans, determining procedures, coordinating with supervisors to assess strategic operations goals and create a roadmap to account for future needs. This position monitors Toll System data and generates reports; tests new systems or updates made to existing systems and manages projects to support existing system infrastructure that has both legacy (E-470 tolling equipment) and next-generation lane systems (ETC Electronic Transaction Consultants, LLC ) tolling equipment) by acting as point of contact for teams that will integrate new equipment, life cycle out old equipment, and implement system updates. The Operations Manager provides expertise and coordination of Mountain Express Lanes (MEXL) activities by determining and ensuring the best use of the maximum allowable MEXL operating days, per year.

Your duties and responsibilities will include, but are not limited to, the following:

Express Lanes Operations and Planning
  • Provides oversight of the overall tolling (and traffic operations as it relates to congestion) in accordance with established policies and directives.
  • Manages the effectiveness and efficiency of the operations and implements and/or recommends areas of improvement.
  • Develops long range and immediate work plans, determines procedures for the section, and develops plans in relation to day to day operations as the Express Lanes network expands.
  • Prepares for staff expansion as the Express Lanes network grows and determines the plan and procedures to support 24/7 operations.
  • Ensures proper staff levels and scheduling to cover all shifts.
  • Ensures staff access control by providing the documentation to setup employee access to all systems related to the completion of their daily duties including issuance of logins and establishment of passwords.
  • Monitors and resolves systems problems including equipment of software failures.
  • Maintains an in-depth knowledge of all operations/functions.
  • Uses all systems to cover shifts or assist in emergencies. Systems may include:
    • VPN - Global Protect and Cisco AnyConnect & DUO
    • TAP (Toll Administration Portal)
    • ETC ritesuites
    • Open TMS
    • Vero
    • Google applications
    • Skyline
    • GeoVision
    • Incident clear
    • Two way radio
Supervision
  • Supervises the Toll Analysts and Lead Toll Analysts.
  • Delegates work and monitors progress.
  • Ensures adherence to policies, standard operating procedures and administrative procedures.
  • Ensures that the team has the necessary supplies, equipment, and uniforms,
  • Provides ongoing staff training, coaching, and mentoring,
  • Completes employee performance appraisals and initiates disciplinary actions as needed.
  • Ensures that all actions required for processing pay and human resource matters, including filing vacant positions and separations, are completed accurately, and processed in a timely manner.
  • Addresses personnel issues and mediates conflicts.
  • Participates in accident and worker’s compensation investigations.
Mountain Express Lanes Operations
  • Gains subject matter expertise on the activities of Mountain Express Lanes (MEXL). These Express Lanes are peak period shoulder lanes that are opened to relieve heavy congestion primarily during holidays and weekends.
  • Coordinates activities and provides guidance and recommendations to open the Mountain Express Lanes during the operations season.
  • Provides documented support to request an increase in allowable days (when/if needed) based on traffic volumes, historical use, days and hours of allowed operation, and overall driving behaviors.
  • Coordinates with the CDOT Tolling Operations Center Managers and staff to schedule Safety Patrol in advance of opening the Mountain Express Lanes to sweep the lanes for debris and ensures that all parties are in alignment regarding the days of operation.
  • Other job duties as assigned.
Toll System Health Reporting
  • Monitors overall Express Lanes network system health by reviewing data that has been logged by team members and collected by lane-side devices.
  • Generates reports from internal and external systems and conducts research or investigations to determine root causes of failures or poor performance.
  • Collaborates with supervisors to determine and implement solutions.
Project Management
  • Acts as liaison between Chief of Toll Operations, Tolling Operations Program Manager, vendor project manager(s), tolling team, and other administrative or technical management team members to report system health, and test new systems or updates made to existing systems.
  • Supports existing system infrastructure that has both legacy (E-470 tolling equipment) and next-generation lane systems (ETC tolling equipment) by acting as point of contact for teams that will integrate new equipment, life cycle out old equipment, and implement system updates.
  • Addresses, resolves, or reassigns escalated issues with customers and other stakeholders.
  • Plans, coordinates, implements, and executes Go Live tasks for oncoming Express Lanes corridors.Other duties as assigned.

Work Environment:
  • Typical work schedule is daytime hours Monday-Friday, with some weekend hours or on-call hours relating to Express Lane operations. May be required to cover shifts.
  • May be required to work from multiple CDOT locations Within the Denver/Metro area
  • 5% overnight travel for training opportunities and industry meetings/events
  • Required to operate CDOT vehicles
  • Operate in a politically sensitive environment

Minimum Qualifications


  • Eight years of experience in transportation planning, operations, program administration or Intelligent Transportation Systems Management (ITS) which included four years in a leadership or management role. Must have experience with toll road/express lane operations.
OR

  • Graduation from an accredited college or university with a Bachelors’ Degree..
  • AND four years of experience in a leadership or management role in a transportation context. Must have experience with toll road/express lane operations.

  • Strong project/program management experience including project delivery, management of consultants/contractors and incident management planning.
