The Army Technical Management and Support Services (TMASS) IDIQ contract and its associated task orders provide a full range of integrated Program Management & Operations, Business Management, Technical Management, Project Analysis & Mission Continuity Support services, and solutions necessary for Army PEO EIS to satisfy its mission to Rapidly deliver integrated, innovative and cost-effective systems and services for the Total Force, to globally connect the Army and provide a decisive information advantage to every soldier.

The Operations Manager 3 – Senior will demonstrate strong executive management and leadership skills with large and small teams, geographically dispersed or remote. The Operations Manager 3 – Senior will be trusted to manage customer, contractual, technical, and operational aspects of the company’s IT acquisition program with multiple stakeholders from inception to completion. The Operations Manager 3 – Senior should have a broad background in the delivery of medium to large-scope IT initiatives, including but not limited to supporting the varying needs of partners to plan, design, implement, and maintain a core understanding of IT infrastructure services, IT operations, and applications services and to securely deploy, maintain, and optimize IT services and roles of IT governance. The Operations Manager 3 – Senior shall be familiar with industry best practices and have a working knowledge of government contracts and subcontract management.
Responsibilities:
Work you’ll do
As an Operations Manager 3 – Senior within our Army Technical Management and Support Services (TMASS) Army Case Execution System (ACES) team, you will:

  • Provide administrative assistance to manage the daily operations of the Program Manager. The contractor will create, execute, and improve business processes for PEO EIS, PM DIBS/ACES to be consistent with PEO EIS and the Army acquisition community. Program Management operations work areas include, but are not limited to, the following:
  • Coordinate, staff, and develop Standard Operating Procedures (SOP), policies, and memorandums as necessary and appropriate for the smooth operation of the Project Management Office
  • Production and maintenance of weekly summaries, progress/status reports, quad charts to support staff meetings, meeting minutes, action items, notes, requests for information, and ad hoc reporting requested by leadership
  • Coordinate support for project office events
  • Special Projects: Conduct research, analysis, and tracking to develop white papers, decision papers, assessments, briefings, and other documentation on project or product management.
  • Draft, analyze, integrate, review, and provide recommendations for milestones and other documentation by government, DoD, and Army regulations
  • Gather information, identify issues, and provide recommendations and draft documentation to achieve overall goals for strategic planning
  • Recommend resolution of issues for milestone decisions
  • Develop and maintain a work breakdown structure
  • Prepare and maintain program documentation
  • Capture meeting minutes and prepare meeting reports
  • Develop and maintain a documentation management plan
  • Provide program support for reviews, conferences, briefings, and other meetings
  • Identify and analyze metrics to track process performance and monitor the use of the metrics
  • Facilitate and participate in IPTs, special advisory boards, off-site meetings, working groups, audit teams, etc.
  • Analyze, evaluate, and prepare program briefs, reports, and correspondence
  • Provide good oral and written communications to interface with commands and other activities across the Army
  • Develop, review, and update charters, MOAs, MOUs, and organizational charts to enable more effective communications and organizations for the program and stakeholders
  • Develop, document, and perform ad hoc queries of data, as requested
  • Task/Action Item Management, Tracking, and Reporting Activities: Establish and maintain a mechanism to track and process recurring activities/events. This includes the ability to independently manage an automated tracking system of all action items, including Staff Action Coordinating Office (SACO) correspondence reporting and project/product documentation. Establish an account in the Army Task Management Tool (TMT) to receive and manage taskers coming from the Headquarters Department of the Army (HQDA). Follow-up with managers to ensure that mail, correspondence, requests, taskers, suspense, and assignments are completed (electronic and/or paper)
  • Other duties as assigned

Qualifications:
  • Bachelor’s degree required
    • Master’s degree preferred
  • 10+ years of relevant technical program management experience implementing complex IT systems and infrastructure
    • DoD 5000 experience is preferred and not required
    • Proficient in Microsoft Office suite and MS Project
  • PMP certification or ability to obtain within 30 days of accepting an offer is required
  • Interim Secret clearance required with the ability to obtain a Secret clearance


Knowledge, Skills, and Abilities

  • Experience managing IT projects and business projects in the DoD acquisition community.
  • Experience with writing proposals and responding to RFIs/RFPs for IT projects.
  • Knowledge of business technology development.
  • Ability to balance technical requirements, cost reduction, and schedule variables to deliver high-quality, value-added programs on time, while upholding regulatory compliance.
  • Ability to manage multiple projects with a broad scope, ambiguity, and a high degree of difficulty.
  • Strong coordination, organization, teaming, and communication skills.
  • Must have excellent organizational, scheduling, and prioritization skills and the ability to maintain a high level of confidentiality, ethics, and integrity.
  • Works well individually or in a group setting.
  • Ability to interact with co-workers to develop a team environment.
  • Ability to work under pressure and time constraints.
  • Proficient with MS Word, Excel, Office, Outlook, and Adobe Pro and familiarity with AutoCAD, Visio, and MS Project 2016 programs.
  • Ability to work without direct supervision or guidance.
  • Ability to travel approximately 10% of the time.
