The Engineering & Sciences (E&S) organization pushes the boundaries of innovation, redefines engineering capabilities, and drives advances in various sciences. The Operations Manager 3 for the Maritime/Land Systems & Sensors and Field Engineering (MLSS/FE), Engineering & Sciences (E&S) organization will report directly to the Vice President of MLSS E&S. The location is nominally Linthicum Heights, MD, but may vary, the ideal candidate could also be local to one of the main MLSS sites in Charlottesville, VA, Sykesville, MD, or Annapolis, MD.

The Operations Manager will manage the business operational aspects of the engineering & sciences organization and provide direct support to the Vice President ensuring the leaders’ vision is translated into an operational reality. The position will require extensive interface across the E&S leadership team, engineering directors within MLSS/FE, and the respective leadership teams and coordination of activities across locations and sites. The successful candidate will also manage the administrative and operational affairs of the vice president and is a member of the E&S MLSS/FE leadership team.

The ideal candidate will be able to demonstrate strong leadership and relationship building skills, a track record as an effective communicator, and problem solver with the ability to innovate while challenging traditional ways of doing business.

The Operations Manager position requires a strong leader and strategic thinker with the ability to operate at both a strategic and more tactical level as needed. Responsibilities of the position will include but are not limited to:

  • Drive execution of strategic initiatives and tasks initiated by the Vice President by working with engineering Vice Presidents, engineering directors, cross-functional teams, and business leaders throughout the organization.
  • Establish and maintain the agile operating rhythm for the MLSS/FE E&S Leadership Team & respective stakeholder groups.
  • Seek and establish collaboration and alignment across peer operations managers in the E&S, division, and functional organizations to stay aligned, partnered, and share/implement best practices. This includes technology, techniques, tools, processes, and people.
  • Serve as the focal point for communication, planning and collaboration for MLSS/FE E&S and ensure strong collaboration across the entire business to include operations, division, and engineering leadership.
  • Perform analysis, planning and forecasting to aid in leadership, financial and organizational decision making. Facilitate the collection and presentation of metrics and develop analytical tools to track results and measurable outcomes stated objectives/goals.
  • Facilitate MLSS E&S engagement and meetings (Monthly Division Engineering Updates, Metric Meetings, Staffing Meetings, Offsites, Agile Stand-up calls, Quarterly Engineering Reviews, etc.).
  • Lead internal special projects as requested by the Vice President, to include activities such as: establishing strategic engineering themes and working rhythm for the team, review, and present engineering metrics, identifying trends/gaps, develop, and monitoring objectives, briefing senior leaders, etc.
  • Support the Vice President in cultivation of relationships with strategic partners and other stakeholders.
  • Work with MLSS/FE E&S leadership team to support workforce resource planning, metrics, and movement of work across campuses.
  • Shadow the Vice President in major meetings and events, reviewing the agenda, and the pre- and post-interactions to ensure successful outcomes.
  • Anticipate and manage materials, data, and presentation needs for upcoming meetings and events. This includes preparing the Vice President for upcoming meetings.
  • Brief the Vice President on key issues, challenges, and decisions made at meetings.
  • Work with the administrative team to facilitate staff meetings (establish rhythms, coordinate special topics).
  • Collaborate with human resources (HR), business management (BM) and communications POCs to ensure close partnership on strategies and initiatives with intersection.
  • Plan, coordinate, and support Vice President travel to domestic and international MS sites.
  • Ability to travel up to 25%, as needed.

Basic Qualifications:

  • Bachelor’s Degree in a STEM (Science, Technology, Engineering or Math) discipline with 14 years of engineering experience; OR a Master's Degree in a STEM discipline with 12 years of engineering experience; OR a PhD in a STEM discipline with 9 years of engineering experience.
  • US Citizenship with ability to obtain and maintain Secret Level Security Clearance.
  • Prior leadership experience in either a functional or program role.
  • Excellent organizational, verbal, listening, and written communication skills as well as project management, analytical, planning, and presentation skills.

Preferred Qualifications:

  • 2+ years of project management experience and 3+ years of technical experience preferred.
  • Experience across a broad set of disciplines, program types, and program lifecycle phases.
  • Ability to prioritize and complete multiple tasks and projects within critical deadlines.
  • Attention to detail and accuracy.
  • Demonstrated ability to build and foster effective relationships with others.
  • Demonstrated ability to respect confidentiality and safeguard sensitive information.
  • Strong Microsoft Office skills with working knowledge of Confluence and Jira.
  • The candidate should also be familiar with organizations and stakeholders outside of Engineering & Sciences to include demonstrated experience with cross campus or multi-discipline collaboration.
  • Active Secret Clearance.

This position reports to Linthicum, MD, USA, however, you are able to work from any of the additional 3 locations listed above.



Salary Range: $138,400 USD - $229,400 USD


Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
