Summary

Under the general supervision of the City Engineer, this position performs complex technical administrative work, planning, and organizing the operation of the Engineering Division. Functions include, but not limited to, engineering calculations and design, CADD drawings, permitting coordination, construction job management, financial management, planning, organizing, and coordinating service sections pertaining to roads, surface waters, City’s Infrastructure, FDOT, FPL, Seacoast Utility Authority, grant administration and capital improvement projects.

Essential Function Duties and Responsibilities

  • Assists the City Engineer with supervision of the division to achieve goals within available resources; plans and organizes workloads and staff assignments; trains motivates and evaluates assigned staff; reviews progress and directs changes as needed
  • Creates the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates division activities with other agencies as needed
  • Develops, prepares, and reviews plans for road and bridge rehabilitation construction and capital projects
  • Conducts field reviews and office studies relative to the project of concern
  • Prepares cost estimates as they relate to labor, materials and equipment
  • Prepare designs, specifications, and documents preparatory to bids
  • Reviews plans and specifications of roadways and structures prepared by consulting engineers to determine accuracy, completeness, and compliance with accepted codes and standards
  • Reviews plans of private land subdivisions and other development projects for permit approval for compliance with City codes and ordinances
  • Reviews proposed ordinances and policies of City, regional, and state agencies to determine possible impact on existing practices and codes
  • Provides professional advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups, and the general public
  • Assists in the preparation and administration of the budget for gas tax and capital improvement projects; controls expenditures
  • Assures that the assigned areas of responsibility are performed within budget; performs cost control activities; monitors expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, staff, materials, facilities, and time
  • Assists in the determination of work procedures, prepares work schedules, and work flow; studies procedures to improve efficiency and effectiveness of operations
  • Assists in the development and implementation of policies, procedures and standards for efficient and effective operation and maintenance of the divisions assigned; assures compliance with established policies and procedures
  • Serves as liaison with other departments as well as state, local and other public officials
  • Performs emergency operations as required or assigned
  • Perform any other related duties as required

Minimum Qualifications

  • Bachelor's degree in Civil Engineering or a related field, and
  • Registered Professional Engineer (P.E.), and maintain throughout employment, and
  • A minimum of 5 to 7 years professional civil engineering experience, including a responsible management capacity supervising land development, roadway design, construction projects, drainage, and contract administration, and
  • Experience working with related governmental entities, or
  • Any related combination of training and experience.

Special Qualifications/Preferences

  • This position is considered essential personnel during an emergency and is required to work during emergency response conditions.
  • Valid Florida State driver's license with good driving record

Life Insurance: Two (2) times annual salary up to a maximum of $100,000 provided at no cost

Short Term Disability:* *Non-probationary employees eligible for 60% of salary up to 26 weeks, provided at no cost.

Long Term Disability:* *60% of salary up to $5,000 monthly, provided at no cost

Employee Assistance Program: Six (6) visits per calendar year, per issue, provided at no cost.

Wellness Program: Voluntary wellness initiatives that promote and reward health awareness.

Pension Plan:* *Provided through the Florida Retirement System (FRS). Choice between the Investment Plan with a one (1) year vesting schedule, and the Pension Plan with an eight (8) year vesting schedule. Mandatory 3% pre-tax contribution.

Holidays:* *Eleven (11) days per calendar year. One (1) Floating Holiday per calendar year.

Personal Leave:* Sixteen (16) hours accrued monthly used for vacation, illness, or personal time away from work.* Personal Leave is tiered based on years of service and increases overtime.

Pay: $95,893.69 - $153,392.34 per year
