Overview:

In your role as the Network Specialist II – Outside Plant (GIS) (Remote) you will assist in the creation and interpretation of fiber optic utilizing Distributed Split and/or Optical Tap architecture, and copper/DSL OSP design maps using ESRI GIS mapping software.This position will understand, interpret, and track progress for numerous projects concurrently in the given market area.The incumbent will continually monitor design costs of completed projects to help improve future project costing.


You will have responsibility to lead small group cross functional meetings and drive strategic growth in specific ILEC/CLEC markets across the given market area.


You will also be required to interact with contract consultants to facilitate and monitor OSP design utilizing TDS GIS schema.


The individual filling this position is responsible for supporting the Right of Way (ROW) Team while they work with various governmental agencies to protect the TDS OSP network from being jeopardized by permitting requirements or proposed road improvements. He/she may be required to support TDS teams in negotiating with municipalities, other utility companies from a network and a legal perspective for the purchase, lease and/or sale of inner ducts, fiber and/or complete networks.


This position will work closely with our sales organization to provide detailed labor, material and overheads costing of projects as well as with Field Services and contracted resources to coordinate fielding and facilities verification efforts. It will also work closely with our Right of Way (ROW) team on Easement and Pole Attachments (Make-Ready Processes) and will interact with members of Net Ops Compliance.


This position has the ability to work out of a home office anywhere in the 40+ states in which TDS operates; however, preference will be given to candidates located within Ohio or Indiana.

Responsibilities:
  • Effectively communicate with Project Managers and adjacent teams to design outside plant in GIS and facilitate cost-effective construction of outside plant (OSP) facilities under advanced timelines.
  • Responsible for the design of outside plant projects in GIS utilizing TDS GIS Schema, and/or supervision of consultants who are responsible for coordinating outside plant design GIS utilizing TDS GIS Schema, in multiple locations and/or states.
  • Creating labor, material, and overheads outside plant construction project cost estimates
  • Provide outside plant Engineering support for Sales teams by fulfilling OSP facilities verification requests, and high level OSP design costing exercises.
  • Provide technical and strategic input in evaluating high-level outside plant network design
  • Review all OSP GIS designed projects to ensure field services requested plan of action, ISP and OSP engineering solution are aligned and accurate.
  • Verify that all documentation required to complete project handoffs, including as-staked design, contractor Cost estimates, Unit pull sheet, purchase order requests, ROW maps, PRC and WBS funding is complete.
  • Create and perform analysis on outside plant network designs for the OSP teams to utilize for future project cost modeling.
  • Partner with Regional Field Services and OSP Construction (OSPC) Team members on engineering of network builds.
  • Assist in training OSP Engineering team members on OSP design and project process
  • Provide timely status updates using TDS’s project management software, and update the OSPE Shared Services Log regarding project costs and timelines
  • Provide audits of OSP projects and coach consultants and/or contractors to ensure accuracy and consistency. The audits will ensure compliance with National Electrical Code standards, current TDS OSP standards, and compliance with the TDS GIS schema.
Qualifications:
Required Qualifications
  • Bachelor’s degree (or higher) –OR- 4+ years professional work experience.
  • 4+ years experience in Voice/Data/Video networking.
  • Must have and maintain a valid driver’s license, reliable transportation and insurance
Other Qualifications
  • 4+ years’ experience in the construction and design of fiber optic, copper/DSL networks, or CATV/coax
  • Formal GIS training and experience using ESRI ArcMap, ArcMap Pro and AGOL
  • Spatial Analysis experience
  • Excellent written and oral communication skills
  • Joint Attachment Process/Power CO Make Ready Process experience a plus
  • GPON/PON engineering experience a plus
  • Brownfield fiber optic OSP network overbuild a plus
  • Ability to read and assess fiber and/or HFC designs and prints
  • Advanced working knowledge of NESC construction practices and engineering standards.
  • Excellent leadership, customer relations and communications skills across teams
  • Thorough Understanding of Telecommunications and CATV industry and principals.
  • Ability to manage multiple priorities simultaneously.
  • PC database, spreadsheet and word processing skills are critical
  • Ability to work in a cooperative and courteous manner with diverse work groups.
