Assists the Network Administrator in designing, building, and implementing network systems across the enterprise. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all local and wide area network connections, servers, associated software, and communication links. Troubleshoots network performance issues, as well as analyzes network traffic and provides capacity planning solutions. Analyzes and resolves end-user hardware, software, and network problems in a timely and accurate fashion, and provides end-user training where required. Work within the team to continually improve the cyber security posture of the county using the NIST framework of preparation, detection & analysis, containment, eradication, and recovery.

• Coordinates the design, implementation, maintenance, and support of County network computer systems, including Local Area Network (LAN) systems, Wireless Local Area Network (WLAN) systems, Wide Area Network (WAN) systems, Community Area Network (CAN) systems, and related operating systems, software applications, and server infrastructure
  • Provides technical support, consultation, and recommendations
  • Responds to critical systems emergencies and troubleshoots server and network outages and cyber security incidents
• Upgrades and enhances the network infrastructure
  • Implements new strategies and tools to increase the county’s cyber security posture
  • Coordinates installation of new software, service packs, and critical updates
• Provides project management for network and server related projects
  • Provides timely, comprehensive project status reports
  • Ensures that projects are completed on time, within budget, and meet stated objectives
• Works with Network Administrator to provide technical direction and policy regarding network connectivity, monitoring, security, backup, and disaster recovery
• Exercises responsibility for daily Help Desk and Systems support operations
• Works cooperatively with the City of Eau Claire, the State of Wisconsin, and other agencies for shared network and application services, maintenance, and planning
• Manages effective working relationships with all Eau Claire County departments for Information Systems needs
• Maintains effective working relationships with hardware and software vendors for services, support and procurement
• Works with the Network Administrator to assist the Information Systems Director with budget preparation and development
  • Provides short-term and long-term planning and budget recommendations for network equipment
  • Analyzes and makes recommendations for appropriate hardware and software upgrades and provides cost/benefit analysis of alternative configurations
• Attends training, technical conferences, and seminars and reviews publications to keep current regarding new network, software, hardware and security products and procedures

• Associate's degree in Computer Science, Information Systems, Data Communications, Network Engineering, or closely related field
• Five years' experience that includes server, PC and LAN/WAN based skills and support
• Willingness and ability to work non-standard hours when needed
