Minimum Qualifications
Education and/or Equivalent Experience:
  • Graduation from an accredited high school or equivalent plus six (6) years experience in utility services; three (3) of which involved performing utility field services.
  • Fifteen (15) semester credit hours of college in Engineering, Engineering Technology, Law Enforcement or related field may substitute for six (6) months of the required experience with a maximum substitution of two (2) years.


Licenses or Certifications:
  • Valid Driver’s License.

Job Description:
This position is responsible for completing small meter inspection/installation requests and field inspections of evaporative cooling systems, documenting meter inspection fail notices, and conducting field investigations for cross meter installations and theft-of-service.

Driving Requirement:
This position requires a Class C license or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Pay Range
$25.25 – $29.94

Hours
Monday – Friday; 6:00 a.m. to 2:30 p.m.
Hours subject to change based on business needs.

Preferred Qualifications
Preferred Experience:
  • Plumbing experience in water utility field services and/or installing and setting water meters.
  • Experience with a computerized maintenance management system for asset management, inventory management and work-order management history.
  • Microsoft Office (Word, Excel, Outlook), and geographic information system programs (GIS).
  • Knowledge of regulations, standards and permitting as related to water meters.
  • Knowledge of back flow prevention.
  • Experience communicating directly with customers to explain technical details regarding regulations and standards.
  • Experience documenting and presenting investigative findings to others.
  • Ability to work in hazardous environments and adverse weather conditions.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Investigates, analyzes and corrects utility service diversion or unlawful use of service incidents.
  • Installs water meters according to Utility criteria.
  • Travels to remote locations to inspect utility services, potential utility service diversions.
  • Coordinates investigations with proper enforcement jurisdictions.
  • Provides evidence to legal and other authorities.
  • Participates in investigations related to utility service issues.
  • Assists in developing departmental policy and procedure related to work activities.
  • Calculates unmetered consumption for billing.
  • Assists with development and implementation of public information presentations related to utility service investigations.
  • Communicates with internal and external customers.
  • Trains personnel on the inspection of water services and the installation of water meters, and on the technical aspects of detection of utility service diversion.

  • Knowledge of meter services.
  • Knowledge of laws and procedures applicable to illegal use of meter service.
  • Knowledge of utility metering.
  • Knowledge of streets and highways in the Austin/Travis County area.
  • Knowledge of safety practices and procedures.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in planning and organizing.
  • Skill in data analysis and problem solving.
  • Skill in using hand tools.

  • Ability to read and follow technical guidelines and standard operating procedures.
  • Ability to lift up to 50 pounds unassisted.
  • Ability to train others.
  • Ability to establish and maintain good working relationships with other city employees and the public.
  • Ability to work successfully in hazardous environments and adverse weather conditions.
