GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

The Licensed Clinical Counselor is a licensed behavioral health professional that holds a license or an associate status in the human services counseling field and whose profession is recognized by a NC Occupational Licensing Board. Examples are: LCAS, LCSW, LPC, LMFT and LPA. This employee will work within an integration system of care with a multidisciplinary team of health care professionals. This employee has direct client contact and performs activities directly related to the initiation, development, implementation, and ongoing direction of client care for behavioral health care services provided within the RHCC medical centers. The Licensed Clinical Counselor is competent with family, individual and group behavioral health counseling modalities. Medical records maintenance, clinical consultation to other health center staff and process evaluation are also job responsibilities. The Licensed Clinical Counselor will spend the majority of his/her time in the provision of direct patient care. This shall primarily be in the form of assessments, screening and treatment in group, family and individual treatment. An individual who has an associate status may be hired for this position with the anticipation that they will achieve full licensure in their area of expertise.

SPECIFIC DUTIES AND RESPONSIBILITIES:

1. Assist RHCC in maintaining a daily productivity goal. See utilization requirements below.

2. Ensure quality patient care per JCAHO, Bureau of Primary Health Care, and RHCC standards.

3. Perform other necessary duties as required by the Robeson Health Care Corporation to meet the goal of providing primary health care services.

4. Provide at least 30 hours per week of direct client services in the form of screening, assessment, and treatment.

5. Work in collaboration with other members of the treatment team and community agencies in order to coordinate and provide integrated treatment services to the client.

6. Maintain a thorough knowledge of medical records standards, regulations and diagnostic instruments.

7. Comply with all state, federal, division, and agency requirements as related to medical records and documentation.

8. Provide comprehensive assessment of the client's rehabilitation needs and determine an appropriate treatment plan.

9. Implement and monitor the treatment plan, including evaluation outcomes.

10. Coordinate and oversee the following activities: assessment, development, and ongoing revisions to PCP; monitoring/implementation of PCP.

11. Offer support services that involve the process of linking and coordinating components of the service system to ensure that the client's treatment/rehabilitation needs are met.

12. Plan for need/problem resolution through the identification of an appropriate service network inclusive of all available resources.

13. Function as an advocate for the client.

14. Provide discharge planning and aftercare follow-up.

15. Maintain medical records per State and Medicaid billing standards and PCS protocol.

16. Participate in regular meetings with direct supervisor to discuss relevant program issues.

17. Be credentialed to perform screening, assessment and treatment.

18. Serve on treatment teams for PCS staff.

19. Coordinate and oversee initial and ongoing activities.

UTILIZATION:

In order to meet RHCC minimum utilization requirements, the clinical counselor must achieve the standards set below.

1. Must have a minimum of seven (7) billable clinical contacts per week during the first month of providing services.

2. Must have a minimum of fourteen (14) billable clinical contacts per week during the second month.

3. Must have a minimum of (20) billable clinical contact per week during the third month and every month thereafter.

QUALIFICATIONS:

1. A Master’s degree in social work, psychology, or other human service field.

2. Maintain professional license in the State of North Carolina.

3. Two years of paid direct care experience.

4. An understanding of behavioral health dynamics including chemical dependency diagnosis as defined in the DSM-V.

5. Skills in individual, family and group counseling.
