Internal Reassignment:
Candidates must be current Office of Mental Health employees with permanent or contingent-permanent service as a Mental Health Program Specialist 1 and interest in reassignment.

Transfer:
Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law to the Mental Health Program Specialist 1, Mental Health Program Specialist Trainee 2 or Mental Health Program Specialist Trainee 1 level by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades of the target level.

55b/c:
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law AND possess a Bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education will also be considered. Duties Description
The New York State Office of Mental Health is recruiting to fill a Mental Health Program Specialist 1, Grade 18, position located within the Adult Services Bureau of the New York City Field Office (NYCFO). The NYCFO is the largest Field Office and has the most complex behavioral health system in New York State. The Bureau of Adult Services is responsible for leading the efforts to transition State Psychiatric recipients into the community and ensure access to needed wrap around services, for this population, as well as for other high risk/high needs individuals in the mental health system. This includes services like ACT and HH+ and ensuring access to other services. The unit is also responsible for assisting in the development of a more responsive crisis stabilization system. The incumbent of this position will serve as a program data analyst.
Specific duties include, but are not limited to, the following:
  • Work closely with leadership and staff to develop process and outcome metrics to track program performance
  • Work collaboratively with other NYCFO units to assist with their specific data needs
  • Recommend ongoing recommendations for data tracking and use of metrics to inform and improve performance outcomes
  • Present, explain, and disseminate data and findings verbally, in writing, and using graphs to NYCFO staff and other stakeholders
  • Oversee the development and implementation of surveys, questionnaires, and other surveillance methods to inform program planning and evaluation activities
  • Act as the Office of Population Health and Evaluation (OPHE) expert/liaison for the NYCFO
  • Serve as the expert of data platforms used by the Office of Mental Health
  • Assist with Licensing data needs, including generating reports from data platforms utilized by the Office of Mental Health and collaborating with ACT unit on provider data entry compliance.
  • Function as a bridge between Office of Population Health and Evaluation, Department of Health and Mental Hygiene, and New York City providers and collaborates with Office of Population Health and Evaluation on the following:
o New dashboards
o PSYCKES enhancements
o Coordinate/support new data collection/ surveys with OPHE
o Refining/defining/supporting data analysis requests to coordinate with OPHE
  • Participate in special projects as assigned, as well as system transformation initiatives.
