Description

The Measurement and Loss Control Director will be accountable for building a Measurement Center of Excellence (COE) focused on owning the “end to end” meter to invoice loss/gain assurance program and providing measurement expertise to the Midstream organization.

This position is responsible for building a strong COE structure that is proactive in problem identification and resolution. Works closely with multiple internal and external organization to guarantees accurate measurements are being provided to accounting and third parties. Ensures alignment of skills, retention, and career opportunities for team members. Position can be in Houston, TX or Bartlesville, OK.

Responsibilities May Include

Interface with Phillips 66 business personnel and external customers to understand and resolve measurement conflicts and gain/loss discrepancies.

Develop and continuously improve measurement standards and best practices.

Leads gain/loss incident investigation and resolution.

Communicate findings to regional support and provide issue resolution guidance.

Develop and communicate measurement key performance indicators for regional and senior management.

Lead a team to provide technical guidance for the design, installation, and operation of all Phillips 66 measurement and metering equipment.

Troubleshoot gain/loss bad actors.

Ensure all current and future measurement policies and practices implemented by Phillips 66 are in accordance with industry and company guidelines and are shared with and understood by appropriate regional personnel.

Participate in Industry groups to identify new technologies in support of reliable and cost-effective operations and stay current with changes to industry regulations, standards, and practices.

Develops strong relationships with measurement technology vendors.

Actively participates in development and roll out of digital tools

Provide measurement recommendations for connection agreements including metering and sampling designs.

Required Qualifications

Legally authorized to work in the job posting country

4 or more years of supervisory leadership experience

4 or more years of experience with measurement or pipeline systems (maintenance, volumetric accounting, custody ticket investigation, loss control, Automation, SCADA etc.)

Preferred Qualifications

Experience with project planning and execution including budget management

Associate degree or higher in Technical Field

10 or more years of experience with measurement systems (Example: device maintenance, volumetric accounting, loss/gain investigations)

Experience with Loss/Gain Accounting and Measurement standards such as SOX (Sarbanes-Oxley) and API

Demonstrated team-building leadership skills

Demonstrated collaboration and integration across functional business and staff services units

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
