Systems Technology & Research, Inc. is currently seeking a Management Analyst (Senior)to support Naval Air Systems Command (NAVAIR) Air Combat Electronics (ACE) Program Office, (PMA209) Functional Teams at Naval Air Station Patuxent River, Maryland. Position will conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedural manuals to assist management in operating more efficiently and effectively. This position will work on high-visibility or mission-critical aspects of a given program and will perform all functional duties independently. This position may require supervision of less senior staff and will be responsible for the efforts of all staff assigned to a specific job.

Job Duties:

• Assist the Government in the development and integration of Research, Development, Test and Evaluation (RDT&E) requirements, ensuring all requirements are well-defined, quantifiable, measurable, and traceable to platform and/or capability documented requirements.
• Provide risk management support for systems in development, to include the identification of problems that directly contribute to a risk area and mitigation strategies that address the risk.
• Update or prepare technical papers to address Engineering Change Proposals (ECPs) and associated risks, issues, or plans.
• Provide support to open standards consortium meetings, Standardization Agreement (STANAG) working groups, and other open architecture meetings as directed. Remain up to date on latest plans for STANAGs 4586 and 4817 and potential alignment to other open standards.
• Assist in developing methods to facilitate alignment of multiple open standards within a single network architecture ecosystem.
• Perform engineering and technical analysis of developmental cost drivers and make recommendations regarding approaches to reduce research, development, test and evaluation (RDT&E) costs.
• Study, analyze, and evaluate ACE system performance and aviation trends regarding the ACE program and associated programs.
• Analyze and review similar programs by other Military or Government services and alert the corresponding PMA209 IPT leader when there may be potential synergies and opportunities for joint applications.
• Provide technical acquisition support services, to include financial analyses of projected and actual costs for developmental aircraft integration efforts, logistics support strategies, and training requirements.
• Evaluate cost data and current burn rates against fiscal/funding constraints.
• Collect, compile, and analyze project and cost data for ACE logistics support for incorporation into various program documentation.

Qualifications/Experience:

• A BS/BA degree in a business-related discipline and 10+ years of acquisition program management experience.
• Experience conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification and measurement studies, and preparing operations and procedural manuals to assist management in operating more efficiently and effectively
• Active DOD Secret Security Clearance or the ability to obtain one.
