Tumwater, WA
The Reentry Division within the Department of Corrections (DOC) is seeking a highly motivated and qualified individual for a Management Analyst 5 project position within the Fentanyl Task Force. This position is funded for approximately 12 months, however may be extended based on continuation of legislative funding. This position is based out of DOC HQ in Tumwater, WA and is eligible to telework, but will require travel and frequent in-person meetings. Candidates applying should be within commuting distance to Tumwater. Duties

This position fulfills the mission of the department to improve public safety by positively changing lives by assisting in the design, development, and improvement of existing mitigation strategies and tactics to eliminate fentanyl use within the population under it’s jurisdiction. This position will create and use the necessary tools to track task force efforts as well as data collection systems, procedures, and processes within the task force specific to the elimination of fentanyl and other illicit substances within the department. Data collected will inform the DOC leadership and be available for external stakeholders to include, but not limited to external partners and the legislature. The collected data will help determine the effectiveness of the task force efforts designed to prevent serious illness and death by those who gain access to fentanyl. This position supports DOC staff by providing structure and organization to task force efforts and by tracking task force efforts and progress, identifying and monitoring tasks and their dependencies, scheduling, tracking, and monitoring and reporting on various task force activities.

Duties may include, but are not limited to:

Design, develop, and implement project tracking mechanisms in support of Fentanyl Task Force and Project Leader work:

  • Identify and populate Task Force tracking tools used to track the work and progress of the Task Force using Gantt Charts or other tools used to support project management practices including those related to Organizational Change Management.
Design, develop, and improve data collection mechanisms and processes in support of the Fentanyl Task Force:
  • Administer and develop the Fentanyl SharePoint and/or other data repository/site.
  • Develop SharePoint content to assist in managing complex Reentry Housing Assistance Program processes and procedures.
  • Develop and provide training for the SharePoint site end users to include Task Force members.
  • Maintain SharePoint site utilizing analysis methods and techniques to determine the causes of malfunctions and incompatibilities.
  • Day-to-day SharePoint site operational support to ensure optimal performance.
Provide on-going management of the continuous collection of needed data and information to support the Fentanyl Task Force:
  • Develop analysis-ready datasets and conduct different types of quantitative and qualitative analyses such as identifying and quantifying changes over time, identifying and quantifying emerging or existing risks, reviewing and analyzing survey results and other forms of qualitative data.
  • Develop and implement easy to understand reports and visual management to identify current state and targets.
  • Develop reports as needed in support of Task Force efforts.
  • Coach agency leaders and Task Force members on how to utilize the reports to identify opportunities and develop strategies for improvement.
  • Identify problems, analyze, evaluate deficiencies, and provide management with alternatives and recommend courses of action.
Respond to Fentanyl Task Force related requests from internal and external stakeholders in a responsive, accurate, and timely manner:
  • Identify requirements of the request.
  • Identify appropriate data sources.
  • Identify appropriate platforms for presentation or response to the request.
  • Prepare and submit presentation or response.
  • Develop and deliver effective written and oral communications for a wide range of audiences
  • Present responses and findings in person or via Microsoft Teams to both internal and external stakeholders. Track work progress and completed products.
Manage process improvements related to Task Force activities:
  • Establish and review configurations and standards of workflows to identify, design, plan,
    recommend, and implement improvements using lean principles.
  • Write SharePoint scripts for automation, reporting, and standardization of operational processes related to Task Force work.
  • Lead the development and updating of technical roadmaps and the design and
    implementation of solutions.
  • Troubleshoot and resolve complex technical issues with workflows.
  • Serve as the technical lead for workflows and act as a resource for direction, training, and guidance for Task Force staff.
  • Utilize strategic planning models and stakeholder engagement to identify effective strategies for process improvement.
  • Assists with logistical and technical support of Task Force meetings, work sessions, presentations, and reports.

Qualifications

Required Qualifications:

  • A bachelor’s degree or higher from an accredited college or university in public administration, sociology, criminal justice, social work, social sciences, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation or a foreign equivalent

AND
  • At least four (4) years of experience in one or more, or a combination of project management, performance measurement, business planning, process improvement, preparing effective and accurate narrative, statistical, and graphical reports.
OR
  • An associate’s degree in public administration, sociology, criminal justice, social work, social sciences, or a relevant field

AND
  • At least six (6) years of experience in one or more, or a combination of: project management, performance measurement, business planning, process improvement, preparing effective and accurate narrative statistical, and graphical reports.
OR
  • High Diploma or equivalent

AND
  • At least eight (8) years of experience in one or more, or a combination of: project management, performance measurement, business planning, process improvement, preparing effective and accurate narrative, statistical, and graphical reports.
In addition to the above qualifications, this position also requires the following:

  • Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and
concisely emphasize key points.
  • Strong analytical skills with the ability to collect organize, analyze, and disseminate significant information with
attention to detail and accuracy. Demonstrated ability to identify, analyze, and interpret trends or patterns in
complex datasets.
  • Understanding of state and federal privacy data privacy laws and rules and their applicability to the work of the
department.
  • Familiarity with, or desire to learn, lean principles and strategies for continuous improvements and problem-solving
and demonstrated ability to apply such principles.
  • Understanding of good data governance practices and ability to routinely apply them.
  • Advance proficiency in Microsoft Excel with at least three (3) years of experience to include: complex formulas,
PivotTables, charts/graphs, linking workbooks, exporting and importing data, analyzing data, and troubleshooting
formula errors.
  • Advance proficiency in Microsoft SharePoint with at least three (3) years of experience to include: site
owner/administrator, site development/design, configuration, and workflow processes.
  • Intermediate proficiency in Microsoft Word, Outlook, and Teams.

Preferred/Desired Qualifications:
  • Knowledge of the DOC programs, policies, and procedures including performance goals and objectives.
  • Demonstrated ability to effectively use schedules, timelines and other graphics to report status and stay on track.
  • Able to break down, sort, and synthesize information; identify trends and key themes; form accurate conclusions and display through charts and graphics; and develop appropriate action steps and recommendations.
  • Demonstrated ability for improving and streamlining work processes beyond the specific assignment, focusing on outcomes, and taking calculated risks - flexible and able to embrace challenges and change.
  • Demonstrated ability to create, establish, monitor, measure work plans, and work with others to enhance and enable work plan implementation.
  • Demonstrated ability to organize multiple assignments, and produce work products that are accurate, thorough, and on-time.
  • Adapts to and works effectively with a variety of situations and people. Consistently models trustworthiness, sensitivity to others, and respect. Models effective group process behavior, such as listening, discussing, negotiating, encouraging, and motivating. Ability to maintain focus and intensity, even under adversity.
