The Opportunity
WSDOT is currently seeking a Lead Inspector – Transportation Engineer 3 to lead team members in order to provide safe, reliable, and cost-effective transportation options for the public. This is completed by inspecting and performing quality verification of the construction work performed by contractors; protection of the environment; sampling, testing, and documentation for materials incorporated into assigned projects; communicating regularly with the team, supervisors, contractors, specialty groups, NWR, other agencies and stakeholders; mentoring and developing staff; and making timely decisions and partnering with the contractor.

What to Expect
Among the varied range of responsibilities held within this role, the Lead Inspector will:
  • Lead a team to perform quality verification, oversight, and field inspection duties successfully and safely.
  • Be responsible for managing the construction of transportation projects to ensure they meet specifications, budget, schedule, and permit requirements.
  • Coordinate with the contractor, WSDOT staff, external agencies and the public as needed to manage projects completion.
  • Plan, schedule, direct, and monitor all inspection activities; manage and monitor all activities related to inspection and contractor activities.
  • On Design-Build projects, independently oversee and verify that the Design-Builder is performing the necessary materials testing with applicable documentation as appropriate.
  • Manage and monitor all changes to the project including completing the change order questionnaire.
  • Keep Managers, Office Engineer, and NWR Specialty groups informed of project status and any change for the planned activities.
  • Mentor staff to build skills as engineers and technicians.

Frequent need to visit the project site may include accessing on-site job trailers. Inspection work is performed outdoors in inclement weather on construction sites in daytime or nighttime. Incumbent may be expected to adjust work schedule to meet business needs; including but not limited to night and weekend calls. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.

Qualifications
To be considered for this opportunity, the following are required:
  • Two (2) years of experience as a Construction Transportation Engineer 2 or equivalent
  • Valid WA State Driver’s License
  • In depth knowledge of highway related construction procedures including inspection, materials testing, documentation procedures, Standard Specifications and how they relate to WSDOT business practices.
  • Knowledge of civil engineering principles, practices, and methods relative to the documentation of construction of transportation projects.
  • Strong oral and written communications skills, including ability to express complex concepts clearly and concisely.
  • Experience writing tactful, factual, concise technical and administrative letters.
  • Strong mathematical skills with ability to solve engineering problems of varying complexity.
  • Experience proposing alternate solutions to complex elements of a project coordinating with various persons with expertise within the department or within other agencies.

It is preferred that qualified candidates also have:
  • Two (2) years of experience administering active construction as a construction project inspector.
  • Experience directly supervising technical/engineering staff.
  • A bachelor’s degree in civil engineering, construction management, or closely related field.
  • Certified General Inspector.
  • Certification as an Engineer-in-Training.
  • Licensed Professional Engineer in Washington State, or in another US State with the ability to achieve licensure in Washington State by comity.
  • Knowledge and experience with construction administration procedures for WSDOT projects.
  • Knowledge and experience with construction administration procedures on Design-Build projects.
  • Knowledge of the WSDOT Construction Manual, Design Manual, and utility requirements and standards.
  • WSDOT IAI certification as materials tester in all concrete, earth, aggregate and asphalt tests.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

  • The salary listed for this position includes a legislative approved 5% premium for workers in King County.
