The County of San Diego is currently accepting applications for Land Use/Environmental Planning Manager-Watershed. This job classification is assigned to county departments within the Land Use/Environment Group (LUEG). The Watershed Protection Program within the Department of Public Works, Land Development Division, includes Planning Managers that oversee four main portions of the program: Planning, Development, Compliance, and Community Engagement. The Watershed Protection Program will be filling two current vacancies but welcomes stormwater professional applicants that specialize in any of the stormwater disciplines.
One future incumbent will manage a group of staff within the Development Support section that oversee private development project compliance with the Municipal Stormwater Permit (MS4). Responsibilities include review of stormwater plans and projects, process improvements, private development assistance and support, inspection of permanent best management practices (BMPs), updates to the Regional Model and County’s BMP Design Manual, regional/County coordination and expertise on stormwater standards, participation in the re-issuance of the MS4 Permit, contract procurement, training and outreach, and general project management in coordination with other jurisdictions and agencies within San Diego watersheds.

The second future incumbent will manage a group of staff responsible for carrying out compliance for the program, including stormwater inspections, responding to public complaints and public record requests, conducting code enforcement, illicit discharge detection and elimination, overseeing consultant support, participation in the re-issuance of the MS4 Permit, contract procurement, and handling a variety of public education activities to support compliance with state and federal stormwater regulations.

All Watershed Protection Program Planning Managers coordinate and engage regularly with County staff who have a role in stormwater management, assist the County with meeting compliance with State stormwater orders, permits, and operational goals, collaborate with local agencies and jurisdictions, participate in the re-issuance of the MS4 Permit, and collect jurisdictional data for annual reports. Positions in this job class are located at the County Operations Center, a modern 44-acre regional complex in Kearney Mesa. The Operations Center includes 18 structures and houses 19 departments, including an employee gym/workout center and onsite employee wellness classes.

This recruitment is conducted to establish a six-month eligible list to fill one (1) immediate vacancy in the County's Department of Public Works (DPW). This eligible list may also be used to fill additional vacancies with other DPW divisions and other LUEG departments, including Planning & Development Services (PDS) and the Department of Parks and Recreation (DPR).

Work Location: The selected candidates may be assigned a hybrid schedule consisting of teleworking or working remotely; and working at the County Operations Center in Kearny Mesa.
Ideal Candidate

The ideal candidate for Land Use/Environmental Planning Manager-Watershed will possess the following experience, attributes, and traits:

The ideal candidate has strong analytical skills and is also a leader and team builder. The ideal candidate will have the knowledge and background necessary to review stormwater plans and situations and communicate requirements with a wide variety of colleagues and stakeholders. The ideal candidate will have professional level experience working with various partners in the stormwater and watershed management industries and possess proven leadership and management skills. The ideal candidate will also have experience in interpreting Federal, State, and local laws and regulations affecting water quality/stormwater management programs to elected officials and executive managers of public agencies.

Pre-employment Medical Screening: Approximately 3 days following successful background investigation results. Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Minimum Qualifications

  • A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in urban studies, urban planning, geography, anthropology, biology, geology, ecology, zoology, environmental management, landscape architecture, engineering or a closely related field; AND, three (3) years of professional level regulatory planning, land use permit processing, long-range planning, or environmental management experience with a public or private land use agency. Professional level experience must be at the level equivalent to a Land Use/Environmental Planner III within the County of San Diego; OR,
  • A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in urban studies, urban planning, geography, anthropology, biology, geology, ecology, zoology, environmental management, landscape architecture, engineering or a closely related field; AND, four (4) years of professional level regulatory planning, land use permit processing, long-range planning, or environmental management experience with a public or private land use agency. Professional level experience must be at the level equivalent to a Land Use/Environmental Planner III within the County of San Diego; OR,
  • One (1) year of experience as a Land Use/Environmental Planner III with the County of San Diego.

Note: Professional-level land use/environmental planning experience supervising/managing a multi-disciplinary team, acceptable to the County, in a public or private agency may substitute for education on a year-for-year basis, for up to two years of the education requirement.
