Salary Range: $108,400 - $157,200 annually

Job Summary:

The role of the Project Manager is to coordinate the planning and execution of IT projects while maintaining strict deadlines, resources, and budgets. This includes acquiring and collaborating with resources from various internal departments across the City and/or coordinating external contractor or consultant resources as needed in order to meet goals and objectives according to each project plan. The Project Manager will define project objectives and oversee quality control throughout the project life cycle.

Experience, Knowledge, Skills:

  • 7 to 10 years’ experience in a project management or equivalent role.
  • Bachelor’s degree or equivalent specialized technical training or certification.
  • Prior Project Management experience on large software integration projects is required.
  • PMI or equivalent Project Management Certification desired.
  • Strong written and verbal communication skills.
  • Ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to communicate under pressure to a variety of audiences both formally and informally.
  • Ability to provide strategic guidance to project team and stakeholders throughout the project life cycle.
  • Ability to foster a cooperative work environment.
  • Able to exercise independent judgment and act on it.
  • Highly self-motivated and directed.
  • Strong customer service orientation.
  • Experience working both independently and, in a team-oriented collaborative environment is essential.
  • Extensive planning and organization skills.
  • Effectively prioritize and execute tasks in a high-pressure environment.
  • Knowledge and understanding of the current and developing strategic requirements of the city.
  • Demonstrated experience in personnel management.
  • Strong familiarity with project management tools such as Microsoft Project.
  • Ability to react to project adjustments and alterations promptly and efficiently.
  • Ability to defuse tension among project team or stakeholders, should it arise.
  • Understanding of IT infrastructure system and applications.

Essential Functions:

  • Adhere and reinforce all IT policies, processes, and procedures.
  • Direct and manage project development from beginning to end. Define project scope, goals, and deliverables that support City goals in collaboration with senior management and stakeholders.
  • Coordinate with key project stakeholders, project sponsor, and change sponsor to develop project communication plans.
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion by developing full-scale project plans and associated communication documents.
  • Identify, track, manage and mitigate project risks in collaboration with the project team.
  • Set and continually manage project expectations with team members and other stakeholders.
  • Identify and resolve conflicts within the project team while also coaching, mentoring, and motivating project team members to take positive action and accountability for their work.
  • Estimate resources and participants needed to achieve project goals. Continually assess and make recommendations for additional staff and/or consulting services as needed throughout the project life cycle.
  • Proactively manage changes in scope, identify risks, and devise contingency plans.
  • Plan, schedule, and track project timelines, budget, resources, and milestones using appropriate tools.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations throughout project life cycle as needed.
  • Conduct project postmortems and create recommendations to improve upon unsuccessful project elements while also reporting and highlight project successes.
  • Develop best practices and tools used for managing individual projects as well as the portfolio of projects.

Work Environment and Physical Requirements:

  • Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks.
  • Frequently works with light objects and light hand tools.
  • Safe to minimal hazards that are typically found in general office environment where there is rarely little or no exposure to injury or accident
