Technical Coordinator (483BA IT BUSINESS ANALYST - JOURNEY)
$76,248 - $100,032 annually
This recruitment is being extended through April 20, 2023.
The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill Technical Coordinator (483BA IT BUSINESS ANALYST - JOURNEY). This full-time position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. Position Overview
This position identifies and collaborates with key stakeholders of OSPI programs to manage requirements life cycle of eliciting, testing, implementing, and maintaining requirements that align program data collection with development of complex custom applications and integrated systems, in support of program reporting needs and regulatory compliance for the agency. This position works directly with customers to identify and design resolutions for technical issues that cause incidents of inaccurate or missing data collection in supported complex custom applications. This position provides planning and monitoring for operational project deadlines to ensure effective scheduling that adheres to delivering applications according to program and agency cost and timelines.

Key Responsibilities
Business Analysis
  • Elicits technical requirements for development of solutions in complex custom applications and databases.
  • Collaborates with key business value stream stakeholders to approve and prioritize technical requirements for design and elaboration as use cases with defined acceptance criteria.
  • Translates and documents technical requirements, traces and assesses impact of change on existing requirements, and analyzes and maintains product backlog to provide management of requirements life cycle.
  • Designs and documents test cases as validations of technical requirements and acceptance by business process stakeholders.
  • Monitors solutions and analyzes performance to maximize value of technical requirements life cycle.

Agile Project Management
  • Plans, designs and executes a timely schedule of testing sessions, demonstrations, and meetings to develop solutions that meet stakeholder acceptance criteria.
  • Designs, records and publishes artifacts of work items, meetings, and decisions that impact timely delivery of acceptance criteria for project goals.
  • Elicits and elaborates detailed technical requirements for program validation and acceptance that support business process changes.
  • Plans. monitors and manages resources to meet timely delivery of milestones and completion of project goals.

Technical Support
  • Analyzes incidents to determine defects for technical resolution. And coordinate with agency programs for business process issues.
  • Troubleshoots and investigates incidents to provide technical resolution that returns service for customer.
  • Translates and documents incidents for resolution tracking and performance monitoring to support continual process improvement.
  • Provides outage and status communication to stakeholders of complex custom applications and databases.
  • Provides users with access and security management support for complex custom applications and databases.

Required Qualifications:
Bachelor’s degree or higher in Computer Science, Information Technology (IT) or closely related field and two (2) years recent professional experience as an application development business analyst.

OR

An associate degree in Computer Science, Information Technology, or closely related field; OR completion of a two (2) year accredited vocational training program in IT or related program; AND four (4) years recent professional experience as an application development business analyst.

OR

Six (6) years of recent professional experience as a business analyst and providing direct customer support of technical products. Experience applying project management principles and techniques. Understand the standards and best practices for software quality assurance.

AND

Demonstrated ability to effectively communicate verbally and in writing, complex technical ideas to customers with varying degrees of expertise and understanding.

Proficient in use of Microsoft Office (Teams. Notebook, Outlook, Word, Excel) productivity suite of applications.

Desired Qualifications:
International Institute of Business Analysis (IIBA) Certification; Entry Certificate in Business Analysis (ECBA), and Agile Analysis Certification (IIBA-AAC) or Product Ownership Analysis Certification (IIBA-CPOA) preferred

Axelos Certification; ITIL 4 Foundation preferred

Project Management Institute (PMI) Certification; Certified Associate in Project Management (CAPM) preferred

Compensation
The annual compensation for the position is $76,248 - $100,032 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program.
