Job Summary:
The HL7 Developer designs, develops, using industry standard interface protocols (HL7, XML), and maintains data exchange interfaces that increase integration between NELC & community healthcare information technology systems. He/she provides analysis and design of data models and develop data mapping/translation schemas that integrate separate data sources. As well as managing the interface development process and provide training and support for production systems.

Primary Job Responsibilities

  • Performs complex analysis and applications programming. Coordinates user requirements with system specifications. Prepares flow charting. Codes, debugs, and documents programs
  • Creates interface design specifications and diagrams for proposed data exchange interfaces
  • Develops and test interfaces using specified tools and standards.
  • Deploys tested interfaces into production environment.
  • Provides appropriate documentation related to interface development and timely status reporting related to interface issues.
  • Provides interface maintenance training to application support teams and final responsibility for interface issue diagnosis and provides periodic and timely status reporting related to interface issues in development and production environments
  • Contributes to healthcare application integration strategy and implementation in the community.
  • Maintains interface specifications with guidance of Interface Developer.
  • Develops test plans and perform testing for all interface projects.
  • Assists with deployment of tested interfaces into production environment.
  • Provides appropriate documentation related to interface development and timely status reporting related to interface issues.
  • Provides interface maintenance training to application support teams and final responsibility for interface issues, diagnosis and resolution.
  • Provides general project management of each interface development cycle.


Other Job-Related Duties / Skills

  • Assures that professional practice complies with state and federal regulations including, but not limited to the HIPAA Privacy and Security regulations and NELC’s Corporate Compliance Program.
  • Participates in company Performance Improvement Program via appropriate completion of Occurrence Reports and Customer Complaints, analysis of data, providing input for the development of action plan(s) to address deficiencies and offering of recommendations for improvements based on trends noted.

  • Controls operating expenses by allocating financial and human resources to achieve goals in the most cost-effective manner.
  • Provides the CIO with input and justification for annual IS budget requirements.
  • Participates in ongoing professional development via regular attendance at branch meetings / in-services and other educational programs pertinent to his/her job.


Required Qualifications / Skills

  • Educational / Professional Requirements/Regulatory
  • Bachelor’s Degree in related field or equivalent combination of education and relevant experience
  • Experience: Four years of related experience including-
  • Experience with multiple interface development/management tools is preferred
  • Strong understanding of database design and management
  • Experience in programming and analysis
  • Ability to rapidly acquire knowledge of enterprise systems and their interactions
  • Ability to develop enterprise application integration strategy, approach and design documents.
  • Good knowledge of healthcare integration/interface data exchange standards such as HL7, XML and ANSI X12.
  • Knowledge of integration platforms: Mirth Connect, REST, Visual Studio
  • Knowledge and general understanding of networking protocols and interface communication procedures

  • Proven ability to define and manage projects
  • Experience with web application development using Microsoft technologies
  • Knowledge of healthcare integration/interface data exchange practices and standards

  • Excellent attention to detail, as displayed in performing tests on interfaces
  • Ability to rapidly acquire knowledge of enterprise systems and their interactions
