Position Overview: AFRL/EN Senior Program Manager for Program/Technology Protection

** Must have an Active Top-Secret Clearance with SCI eligibility **

We are seeking a Senior Program Manager to support the HQ Air Force Research Laboratory

Responsibilities:

  • Exhibit and apply knowledge and experience in program management philosophy policies and procedures to DoD, AF, and other Services systems, subsystems, equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their lifecycles.
  • Apply a full range of program management philosophy, policies, and procedures to perform a wide range of acquisition management activities in support of the existing and future AFRL programs.
  • Exhibit an understanding of current DoD and USAF acquisition regulations, guidelines, and processes.
  • Support USG program management or USG lead on full lifecycle requirements subsystems, and equipment.
  • Assist with the development of documents such as, but not limited to, Memorandum of Agreements/Memorandum of Understandings (MOA/MOU), Statements of Objectives (SOO), PWS, Statements of Work (SOW), Requests for Proposal (RFP), Mission Needs Statements (MNS), Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD)/Capability Production Documents (CPD), and Analysis of Alternatives (AOA) and Technology Transition Plans (TTPs).
  • Assist in producing or reviewing business case analyses, trade-off studies, estimates for acquisition, R&D and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans and data rights/intellectual property strategies.
  • Provide support for strategic scheduling and planning to include documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.
  • Conduct probabilistic and deterministic risk assessments on both Contractor and USG schedules by performing a Schedule Risk Assessment (SRA) using Monte Carlo simulation-based software.
  • Support the development, review, and approval processes for requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process and staffing.
  • Support various program actions to include implementation of policies, processes, and tools for Capability Planning and Development.
  • Promote the use of Modeling, Simulation, and Analysis (MS&A) throughout the acquisition lifecycle process and foster the development and maintenance of common use modeling and simulation (M&S) tools useful to the Divisions/Groups/Industry.

Qualifications:

  • The S&T Program Manager shall possess Program or Technology Protection experience, including experience working with and identifying Critical Program Information (CPI), experience with decomposing program and S&T effort technologies into critical technologies that require additional protections.
  • Advanced Degree (Master of Arts (MA)/Master of Science (MS)) and 12 years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD, OR
  • BA/BS degree and 15 years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD

Job Type: Full-time

Pay: $150,000.00 - $180,000.00 per year
