General Information

This is responsible administrative and technical work connecting the information technology methods and the business objectives by supporting and ensuring the successful completion of analytical, building, testing and deployment of Information Technology processes, tasks and procedures.

Requirements

MINIMUM QUALIFICATION REQUIREMENTS: Attainment of a minimum of a bachelor’s degree, preferably a master’s degree, from a recognized college or university in Computer Science or closely related field, and a minimum of five years’ responsible experience in information technology systems analysis and programming; or a combination of education and experience equivalent to these requirements.

SPECIAL REQUIREMENTS
: May be required to possess a valid driver's license from state of residence.

ESSENTIAL REQUIREMENTS OF THE WORK
:

Comprehensive knowledge of the application and development of systems analysis, design, programming and analysis of data to draw business-relevant conclusions, data utilization techniques and tools.

Good knowledge of writing Structured Query Language (SQL) and Extensible Markup Language (XML) queries.

Good knowledge of the principles, practices and methods for generating process documentation.

Good knowledge of the principles, practices and methods of project management.

Good knowledge of adult learning techniques and hands-on instruction in order to provide guidance, training and expert advice on technical systems, or process-related topics.


Good knowledge of business and management principles involved in strategic planning, resource allocation, production methods, and coordination of people and resources.


Ability to write code or understand software/technical interactions to enable completion of coding/testing on work.

Ability to plan and manage multiple tasks, assignments, and projects.

Ability to work independently.

Ability to analyze problems, identify solutions and implement solutions.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with administration leadership, department heads, consultants and other employees.

PHYSICAL REQUIREMENTS
:

Ability to sit for extended periods of time while operating a keyboard.

Ability to exert physical effort in sedentary to light work, which may involve some lifting, carrying, pushing of pulling of objects and materials.

Integrates end-users by developing program interfaces, forms, and reports.

Develops relationships with partners, working with them to optimize and enhance our integration.

Trains departments by online and onsite methods to ensure proper techniques for installing software/hardware, use of related software/hardware, and application of business knowledge solutions.

Makes process recommendations by monitoring common sources of technical issues.

Defines configuration specifications and business analysis requirements by determining how the system should work and how changes in conditions, operations, and the environment will affect outcomes.

Assists departments in designing, documenting, and maintaining system processes.

Performs quality assurance by testing the system to ensure effective operation.

Designs system alerts and reports based on end-user requests.

Performs related work as required.

Important Information

DISTINGUISHING FEATURES OF THE WORK: An employee in this class is responsible for developing and implementing advanced data requirement strategies, developing strategic business process and quality management techniques, and developing and implementing best business practices to meet the goals and objectives of the administration. Work is performed under the general supervision of the Information Technology Deputy Director or other supervisor with considerable latitude for independent judgement in accordance with established guidelines and procedures. Supervision may be exercised over other employees as assigned.

A “Practice Test Seminar” is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month. The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices. Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
