Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position
is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

Responsibilities

The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2022 National Security Strategy, 2022 National Defense Strategy, the Nuclear Posture Review, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

Role Description:

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the DTRA CTR program.

Noblis is looking to hire an Information and Policy Analyst to support the DTRA CTR directorate’s Program Integration (PI) department within PI’s Policy, Communications, & Strategy Team. This position combines analytical, research, investigative, communications, policy analysis and public affairs skills to support CTR’s (and by extension, Agency-wide) information resiliency efforts. The analyst is a sentinel for foreign malign influence mal/mis/disinformation created by the Chinese Communist Party (and their surrogates), an interlocutor for information resiliency actions, and a Public Affairs Office (PAO) support asset. The analyst must have an understanding of Chinese language publically available information (PAI) searching/scraping and acquire as understanding of digital forensic practices as it applies to a full range of information warfare (IW). The candidate should be capable of reporting concisely on complex concepts and synthesize overwhelming amounts of information into actionable items for senior leaders. In addition, the position will support CTR 3.0 initiatives as they apply to the DTRA China campaign more broadly, and future agency engagement with Taiwan.

Responsibilities for the position include, but are not limited to:


  • Contribute to IA Team efforts, broadly speaking, to characterize the information environment.
  • Advises client and client representatives on a full range of Chinese foreign malign influence and disinformation tactics, techniques, and procedures.
  • Supports, as necessary, the DTRA Information Resiliency Office.
  • Contributes to efforts both within CTR and across DTRA to train the teams of other directorates and the workforce more generally.
  • Review and synthesize information from mass automated information pulls on a minimum bi-weekly basis
  • Working strictly with Publically Available Information (PAI), create and distribute analytical executive summaries of mal/mis/disinformation trends relating to CBRNE for DTRA and CTR Senior Leadership. Be prepared to brief this work to senior leadership.
  • Develop bi-weekly information rollouts highlighting mal/mis/disinformation trends targeting DTRA CTR and distribute to CTR workforce
  • Conduct monitoring and observation initiatives (with use of foreign language skills if available or to use official translators) of relevant disinformation channels
  • Leverage open source investigative skills to uncover accounts, individuals, and networks involved in forwarding mal/mis/disinformation aimed at DTRA CTR
  • Utilize research expertise to marshal PAI tools and platforms to conduct automated searches
  • Generate and full range analytical products and actionable plans to establish information resilience across CTR. Draft information papers as required and contribute to the generation of white papers on a wide variety of subjects.
  • Working with Information Assurance Data Analyst, contribute to the generation of useable data across the information environment.
  • Support the Policy Research Group on a full range of policy research pertaining to competition with China, engagement with Taiwan, and aid in thinking and writing on future issues related to technology threats, new, novel, and emerging threats.
  • Work with Information Assurance Team to instill information resiliency efforts and best practices across CTR
  • Support the efforts of the PAO office in finalizing products for release.
  • Respond and support the requirements of the CTR field staff and the engagements/activities of the other DTRA directorates.
  • As required, travel to support PAO efforts for key leader engagements and significant events in CTR partner nations
Qualifications:
Required skills and knowledge:

  • Education/Experience: Bachelor’s degree in relevant field with five years' professional experience.
  • Clear writing, clear thinking, and clear speaking skills.
  • Academic and/or professional experience with policy research, regulatory analysis, and/or emerging technologies/new and novel threats, non-proliferation.
  • Academic or professional experience relating to international relations, information age threats, and/or relevant proliferation studies.
  • Ability to work with a team and across other teams within an organization.
  • Excellent grasp of Microsoft Office Suite.
  • Experience with open-source research execution and methodology.
  • Must hold an active DOD secret or higher clearance
Desired Qualifications:
  • Familiarity with DTRA Cooperative Threat Reduction program and efforts.
  • Familiarity with nonproliferation obligations, approaches, and objectives.
  • Proven professional track record of communication, written, and organizational skill.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.
  • Candidates with a current Top Secret clearance are preferred.
Client Engagement: • Begin developing relationships one level up and two levels down.
