POSITION: CSBG Director

OACAC is seeking qualified candidates for the position of CSBG Director. The CSBG Director is responsible for the management, planning, implementation, and leadership of all CSBG operations. The CSBG Director is responsible for the oversight of all OACAC programs, policies, procedures and related operations implemented at the Neighborhood/Community Center level within the 10 counties of OACAC’s service area. The CSBG Director is actively involved in the agency’s strategic planning, community needs assessment process, and maintaining agency organizational standards. The CSBG Director is responsible for direct supervision of 14 CSBG staff. $26.73/hour.


SPECIFIC RESPONSIBILTIES:

A. Personnel Management:

  • Supervises the hiring and job orientation process for all CSBG personnel.

  • Has direct supervision of the CSBG Assistant Director, Administrative Assistant, Center Supervisors, Project Coordinator, Resource Development Manager.

  • Plans, develops and implements CSBG staff training sessions which focus on program orientation, program outcomes and expectations, job improvement and personal growth.

  • Maintains the CSBG Policy Manual to accurately reflect guidance and funding source outcomes

  • Ensure all CSBG staff have up-to-date information regarding

    • CSBG services and program

    • Local, state, and national information related to the program

    • Issue-specific information regarding individuals being served

B. Program Planning, Development and Management

  • Has primary responsibility for the planning and development of the agency’s annual Community Services Block Grant (CSBG) Work Plan and supervises the delivery of CSBG funded consumer services.

    • Presents the Work Plan to the Board for approval before submitting it to the funding source

  • The development of performance goals for each Neighborhood/Community Center.

  • The utilization of program performance monitoring mechanisms including a computerized management information system.

  • The responsibility for program performance monitoring and measuring in collaboration with Assistant Director. This includes the preparation of the Results Oriented and Management Accountability Report (ROMA) for CSBG and Agency wide

  • Maintain communications and motivation regarding outcome performance with Neighborhood/Community Centers

  • Conduct a Community Needs Assessment requiring qualitative and quantitative data

  • Implement the ROMA Cycle in all service delivery components

  • Lead efforts in the Strategic Planning Process

  • Holds quarterly meetings with County Supervisors and central office CSBG staff to ensure all project goals are being met

  • Supervises the agency’s application for and utilization of Emergency Food and Shelter National Board Program (EFSP) funds in nine counties which includes:

    • The development of local boards to serve as recipient entities for EFSP funds.

    • The development of local board program plans and ensuring their submission to the EFSP National Board in a timely manner.

  • Reports to the Area Board on a regular basis, giving updates on CSBG progress, including work plan achievement and requesting Board approval for program changes as required.

  • Ensures all Organizational Standards are met and reported to the state and uploaded for review and approval.

  • Maintains the program budget and ensures all invoicing is completed in a timely manner

  • Attends Outreach Managers’ meetings and other scheduled meetings and trainings related to the CSBG program.

  • Identify and participate in the writing process for grants or other funding sources that can support the work of Neighborhood/Community centers, or CSBG as a whole
